Update:  2030 Comprehensive Master Plan

Executive Summary

 

The Town’s 2020 Comprehensive Master Plan was adopted in 2002.  While the plan has served the Town well, and much of the policy framework established in 2002 remains valid, a new and more strategic approach is desired to guide the community over the next decade and beyond. 

 

Town Council was provided an overview on the update to the Castle Rock 2030 Comprehensive Plan and the project timeline in February 2015.  Since that time, work has progressed with the Comprehensive Plan Community Review Team and Town Departments. The Community Review Team is composed of the Planning Commission, members of the Public Works Commission, Utilities Commission, Historic Preservation Board, the Downtown Development Authority, Castle Rock EDC, and members of the development community. Now that much progress has been made and the draft text of the plan is complete, Town staff is ready to launch the community engagement process.  The Town’s consultant, Clarion Associates, will be updating Town Council on the Comprehensive Plan 2030 progress, the community engagement process, and final adoption timeline.

 

Discussion

 

How is this draft different from our 2020 Comprehensive Master Plan?

While the look and feel of the draft plan is very different, the intent and policy direction provided by the current plan have been carried forward.  Notable changes include:

  • Updates to the 2030 Vision and Cornerstones to reflect community input received as part of the 2013 Vision 2030 update process;
  • Reorganization of existing plan policies to align with the Town’s four cornerstones:  A Distinct Town Identity, Responsible Growth and Development, High Quality Community Services, and a Healthy and Growing Economy;
  • Consolidation of repetitive policies;
  • Technical updates to remove outdated policies and reflect department plans and priorities;
  • Addition of implementation strategies to align with the four cornerstones, along with the identification of lead/partners who will be responsible for these efforts and priorities for implementation; and
  • Repackaging of the plan into a more graphic format.

 

The plan draft draws heavily on input received as part of the Vision 2030 update process conducted in 2013 through a series of online surveys and community meetings.  Since April 2015, staff and the consultant team have been meeting monthly with the Community Review Team to refine the draft plan, section-by-section, and making the appropriate refinements based on their input.  In addition, staff team members are in the process of meeting with each of the Town’s department heads and

boards and commissions.  Once the draft plan is finalized, broader community input will be sought.
