Executive Summary

 

Public Works is seeking approval of Town Council for a Resolution awarding a construction contract to Schmidt Construction for the Ridge Road Widening Project in the amount of $4,224,475 plus a 10% Town-managed contingency in the amount of $425,525, for a total project authorization of $4,650,000.  This project is to improve safety, reliability, and limit the amount of downtime to the communities’ daily lives between SH 86 and Plum Creek Parkway, which are all important valued elements desired from the Town’s transportation infrastructure.  The project consists of widening Ridge Road from two lanes to four lanes, and a modification to the roundabout at Enderud Boulevard to accommodate four lanes.  This project is identified in the Town’s Transportation Master Plan.  The attached map identifies the project limits

Notification and Outreach Efforts

 

As part of a Public Open House held on September 30, 2021 Town staff presented the proposed improvements to Ridge Road.  The outreach meeting allowed the residents to review the proposed improvements, and to provide comments to the Town for consideration.

 

Prior to and during construction, public outreach will occur in numerous forms such as 1) Town newsletters, 2) HOA mediums, 3) Town social media, 4) Press releases, 5) Town’s web site and others if applicable, and 6) Door notifications to the residents and businesses along Ridge Road.  The Town will also set up variable message signs (VMS) to notify the traveling public in the area.  Residents and businesses will be notified of actual dates that work is to be completed adjacent to their properties, and traffic control plans will be developed and managed to ensure worker and public safety.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Town staff approached Town Council on May 2, 2017 with a design service agreement.  Construction was originally scheduled for 2019.  However, the project was rescheduled for construction in 2022.  Staff was asked to advance the completion of the construction plans in the summer of 2021.  The Public Works Commission is scheduled to review this item on April 4, 2022.  They will provide a formal recommendation to Town Council, which staff will be providing during the presentation at the Town Council Meeting.

 

Discussion

 

Ridge Road traffic volumes have risen and the proposed widening is intended to address safety and operational concerns along the corridor in conjunction with the Town’s Transportation Master PlanPreviously, the Town reconstructed Ridge Road and installed a roundabout at the intersection of Enderud Boulevard.  These transportation improvements, including stormwater, were designed and constructed to accommodate the full four lane build-out of Ridge Road.  This means limited traffic disturbance during this widening project.  The project will include a median, sidewalk on the west side, bike lanes, and streetlights.

 

Design of the improvements was completed in early February 2022.  The Town solicited construction bids for the Ridge Road Widening project on BidNet.  Bids were received from four (4) contractors and the bids are summarized below:

Schmidt is the confirmed lowest bidder, having met the minimum qualifications as required by the contract.  Staff has confirmed that the bid is complete and accurate. The Town has worked successfully with Schmidt on several other projects in recent years, all with positive results that meet the high expectations for Town construction projects. Construction is anticipated to begin in May 2022 and be substantially complete within 170 calendar days, which is roughly October 2022, weather permitting.

 

Budget Impact

 

There are sufficient funds in the 2022 budget in the amount of $5,600,000 to complete this work.  Staff has consulted the Finance Department and they agree with the proposed funding.

 

The construction cost will be expensed as follows:

 

                     Account Number 135-3175-431.78-84 Ridge Road Widening in the amount of $4,224,475 plus a Town managed contingency of 10%

 

For a total project encumbrance of $4,650,000.

 

Staff Recommendation

 

Staff recommends the Town Council approve the Resolution as introduced by Title.  The formal recommendation from the Public Works Commission will be provided during the staff presentation.
