Executive Summary
Castle Rock Water (CRW) is seeking Town Council approval of a resolution (Attachment A) approving a construction contract (Exhibit 1) in the amount of $322,837 with Inliner Solutions along with $32,284 (10%) staff-managed contingency, for a total authorization of $355,121 to complete construction of the Young American Infrastructure Improvements Sanitary Sewer Rehabilitation Project.
The Young American Infrastructure Improvements Sanitary Sewer Project is located mostly along South Street in the Young American neighborhood (Attachment B). The neighborhood was constructed in the mid-1970s and the water and sewer infrastructure is approaching the end of its useful life. The water distribution and sanitary collection systems have been designed for replacement and/or rehabilitation as part of CRW’s ongoing rehabilitation and replacement program for aging infrastructure. This project includes the rehabilitation of existing sanitary sewer using Cured-In-Place-Pipe (CIPP) to complete the remaining sanitary rehabilitation in the Young American neighborhood along South Street.
Notification and Outreach Efforts
This project will require close communication with local residents, South Ridge Elementary School and the traveling public on South Street. Once an agreement is authorized, Inliner Solutions and CRW will partner to provide public notice including updates to the Town’s website, a targeted mailing sent to the residents directly impacted in the neighborhood, and the contractor will be required to provide separate notification on individual streets to residents as the work progresses. There will be short term disruptions to wastewater service as a crew works on a particular sewer main, and residents will be advised to discontinue inside water use during that time. South Ridge Elementary School will also be notified by Castle Rock Water Staff of the upcoming project. In order to mitigate public impacts, several working hour constraints are required by this project including; requiring all traffic control and equipment to be removed from South Street during pick up and drop off times, lining will only be performed during school breaks (Fall Break, Thanksgiving Break, etc.), and following the Town’s permitted working hours and holiday schedule. It is unlikely that street closures will be required, but traffic control plans, coordinated through Public Works, will be in place to protect the public and work crews and to manage traffic. Residents will be advised to contact the Project Manager with any concerns or questions.
History of Past Town Council, Boards & Commissions, or Other Discussions
On August 15, 2023 Castle Rock Town Council voted unanimously to approve a resolution approving a services agreement with Dewberry Engineers, Inc. for the Young American Infrastructure Improvements Project, Bell Mountain Raw Pipeline, and Bell Mountain Flow Meter Vault Upgrade Projects.
Discussion
The Young American neighborhood water and sewer infrastructure was constructed in the mid-1970s and is approaching its end of life. The existing sanitary sewer mains in this area are vitrified clay pipe. Some of the sewer mains have been lined in recent years to extend the life of the pipes. The design project evaluated all of the existing sewer collection system in the area to create a rehabilitation plan for each pipe. Sanitary service connections within the Town’s Right-of-Way were also evaluated for replacement and were added to the scope of the future Young American Infrastructure Improvements Waterline Replacement Projects to consolidate excavation and pavement replacement impacts into one construction project. The CIPP lining process included in this Sanitary Sewer Rehabilitation project allows for the pipelines to be rehabilitated while eliminating the requirement for excavation in the Right-of-Way. Storm sewer was evaluated in this neighborhood and was determined to not require upgrades as part of this project.
Future impacts to the Young American neighborhood include the Waterline Replacements Project mentioned above. This project was split into three phases (or areas) throughout the neighborhood, which are currently still in design and are planned to be constructed consecutively in 2025, 2026 and 2027. CRW has also partnered with Public Works to coordinate pavement and sidewalk replacement with the waterline project to significantly reduce the number and duration of construction impacts to the neighborhood.
Much of the Town’s older sewer pipes are clay pipe (approximately 17 miles) that are more susceptible to root intrusion than modern-era polyvinyl chloride (PVC) pipe. Problem areas that have cracked and deteriorating pipe and significant root intrusion problems require annual root-cutting and cleaning. The roots tend to exacerbate and accelerate the pipe deterioration by growing through cracks and then expanding the cracks to a point of pipe failure. Roots can totally block the pipe, resulting in sewer backups, sometimes into basements. The service life of clay pipe can be extended many years by the method of cured-in-place pipe (CIPP) lining, which has a minimum expected life of 50-75 years. The lining effectively seals joints and is a very effective deterrent to root intrusion. Insitu rehabilitation now by the installation of a cured in place liner, before the pipe deteriorates to a failed condition that might require a street-cut to repair, is more cost effective, can be completed with minimal disruption to service and results in less future maintenance. CIPP lining is also effective at reducing infiltration of groundwater through joints in the sewer pipe. The Young American Infrastructure Improvements Sanitary Sewer Rehabilitation construction project will include rehabilitation of approximately 4,500 feet of 8-inch and 6-inch sewer mains with Cured-In-Place-Pipe.
Bids were sent to three shortlisted contracting firms who specialize in CIPP projects. These contractors were pre-qualified as part of the 2024 RFQ for construction services. The bids received are summarized in the table below. Dewberry Engineers as the designer on this project provided an engineer’s estimate of $351,822.
