Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grant Account in the General Fund. Funds for the grants are disbursed quarterly in $2,000 increments to non-profit organizations within the Castle Rock community. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility and presents the grant requests to Council. Award amounts have historically been $500 per organization per year. Two applications were received for the 4th Quarter CCGP and are as follows:

The purpose of this memo is to present this application to Council for consideration and approval.
Discussion
The Council Community Grant Program is funded by monies from the General Fund. Council Community Grant Program funds are for specific nonprofit organizations for community based projects. Applications may be submitted on an as-needed basis and will be reviewed quarterly.
Eligible project areas for CCGP include projects which contribute to Castle Rock’s “quality of life” with special emphasis on:
• youth programs and activities
• senior programs and activities
• community based environmental and sustainability programs and activities
• community based performing and visual arts programs and activities
CCGP applications can be submitted on an as needed basis and will be reviewed quarterly. Applications not approved in the previous quarter would still be subject to approval upon resubmission by the applicant if the request remains valid upon the next quarterly review.
A total of $6,000 was awarded under this program in 2014. A list of the organizations and the amounts awarded for the 2013 - 2015 Council Community Grant Program are presented in Attachment B.
The finance department received two (2) qualified applications for consideration in the fourth quarter of 2015 (Attachment A).
Brief Overview of Applications:
The American Legion Post 1187 is requesting $500. The funds are being requested to pay for replacement POW/MIA flags to hang on Wilcox Street to celebrate various holidays and National days of recognition.
Eligible Project Area: Senior Programs and Activities
Douglas County Living is requesting $500. The funds are being requested to offset costs for a fundraiser dinner which will raise money to purchase toys for less fortunate children in the community.

Budget Considerations
The 2015 budget includes $8,000 ($2,000 available for each quarter) in the Town Council Non-profit Grant Account in the General Fund for the 2015 Council Community Grant Program.
Staff Recommendation
Staff recommends Council approve a $500 award to the two non-profit organizations presented in this grant cycle.
