Executive Summary
Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) awarding a Construction Contract to 53 Corporation, LLC for the East Plum Creek Reach 5 Phase II Stabilization Project in the amount of $2,512,796.55 plus a 10% Town-managed contingency in the amount of $251,279.66 for a total authorization of $2,764,076.21.
The project is located within the East Plum Creek drainageway west of the Plum Creek Water Purification Facility (PCWPF). Improvements will stabilize approximately 1,300 linear feet (LF) of channel with Soil Riprap, Void-Filled Riprap, two sculpted concrete drop structures and extensive landscaping to preserve wetlands and natural habitat (see Attachment B). Additionally, the existing CR-1 water diversion facility will be upgraded to provide improved year-round access to water rights on East Plum Creek.
This project will be funded through the Stormwater Enterprise Fund and Water Resources Fund, with construction completion projected by the end of September 2025. Construction will be scheduled to minimize impacts to renewable water diversions during irrigation season.
