Resolution Appointing David J. Thrower as the Hearing Officer for the Local Liquor Licensing Authority and Approving a Services Contract

Executive Summary

 

Castle Rock Town Code 2.17.010 states the Hearing Officer shall be appointed by Resolution of the Town Council.

 

Qualifications for the Hearing Officer include:

                     The Hearing Officer shall have sufficient knowledge and expertise to apply and enforce the Colorado Liquor Code, Colorado Beer and Wine Code, Colorado Special Event Liquor Permit Code, and Colorado Liquor Rules. 

                     The Hearing Officer shall not hold any other Town office, appointment or position, except that Town Council may appoint the Municipal Court Judge as the Hearing Officer.

                     The Hearing Officer shall not have any financial interest in the operation of any business located or operating in the Town that holds a license or permit issued pursuant to this chapter; and

 

Previously, Municipal Judge Lou Gresh served as the Hearing Officer.  Judge David J. Thrower was recently appointed as the Municipal Judge for the Town of Castle Rock.  A committee including Mayor Gray and Councilmember Dietz interviewed applicants for the Municipal Judge position and recommend he be appointed as the Hearing Officer for the Local Liquor Licensing Authority.
