Executive Summary

 

At its August meeting, the Public Art Commission directed staff to expand the proposed Wolfensberger Road underpass mural call to allow consideration of other forms of artwork. Public Works staff has indicated that the broader approach may be feasible, subject to review and approval of the final concept. Depending on the selected artwork and installation method, engineered and stamped drawings will likely be required to verify compliance with structural and site requirements.

 

During further review of the draft call and project site, Town staff expressed interest in exploring whether the project could also improve the medians within and approaching the underpass. The existing medians contain a mismatched combination of landscaping and decorative rock that contributes to an uncoordinated and generally unappealing appearance. Staff is therefore evaluating whether cleanup, landscaping or complementary artistic elements should be incorporated into the project to create a more cohesive underpass experience and gateway improvement.

 

The call has not yet been updated or published while these broader opportunities are being considered. Parks and Recreation leadership is initiating additional conversations with Town departments and leadership and assessing potential funding to support median enhancements. Staff will revise the call after the project scope, departmental responsibilities and available funding are more clearly defined.

 

The artwork project was included in the Town’s 2026 budget but was not originally established as a capital project. Because the expanded evaluation may move solicitation, selection or implementation into 2027, staff is working with the Finance Department to determine the appropriate budget mechanism for preserving the funds allocated in 2026 for future project use. Any proposed change to the project budget or funding structure will be presented through the applicable Town review and approval process.

 

Allowing additional time for this coordination will help the Town make a more informed decision about whether to proceed with artwork on the underpass walls alone or develop a broader underpass beautification project that also includes median improvements.Staff will return to the Commission with an updated project scope, budget information and draft call when additional direction has been confirmed.
