Resolution recommending Town Council approve a Service Agreement with Emprise Concepts for Construction Management and Inspection Services for the Fifth Street Improvements Phase 1 Project

Executive Summary
Staff is seeking a favorable recommendation from the Public Works Commission for Town Council to approve a Resolution approving a Service Agreement between the Town of Castle Rock and Emprise Concepts for Construction Management and Inspection Services for the Fifth Street Improvements Phase 1 Project. The proposed scope of work within this agreement includes full-time construction management and inspection services. The utilization of these services will help ensure construction of the Project is in accordance with contract documents and will in turn be crucial for delivering high value to the community.
The Town will be constructing roadway Improvements on Fifth Street from the vicinity of Castle Crest Drive to Woodlands Boulevard. These improvements will include roadway widening to the Town’s standard 4-lane major arterial section from the recently completed improvements at Ridge Road to Valley Drive. Improvements from Valley Drive to Woodlands Boulevard will include pedestrian facilities along the south side and pedestrian improvement at the Woodlands Boulevard intersection. The project will also install a traffic signal at the Valley Drive intersection.
This project is Town and federally funded, thus construction, reporting and documentation must be in conformance with federal funding provisions. The construction work for the project falls mainly under CDOT and Town specifications.
Project construction will commence in September 2025 and is anticipated to be complete by the end of 2026.
The Town received eight proposals from qualified professional services firms to perform construction management and inspection services for the project. Emprise Concepts proposed services were determined best value through an evaluation and selection process.
The amount of this service agreement is $1,134,543.30 plus a 10% staff managed contingency in the amount of $113,454.33 for a total authorization of $1,247,997.63.
Notification and Outreach Efforts
History of outreach
A concentrated effort to identify the community desires for the project was undertaken with the Community Relations Division during the project’s planning phase. Town staff performed the following community notification and outreach efforts related to the project:
• Project website creation, including regularly scheduled updates and feedback forms
• Two (2) public open houses during preliminary design to inform and collect feedback
• Created/updated/monitored an email notification line for the project
Notification and outreach included/planned during construction
Project staff have developed a communications plan for construction that identifies specific activities that will engage and inform residents and stakeholders of the project, and construction impacts. The plan includes a multifaceted approach using Town and project webpages, social media, and print media (mailers, newsletter articles) to inform the community of construction impacts including lane closures. This outreach will continue from project inception to project completion communicating all major impacts to the traveling public.
Discussion
Project Background
Fifth Street Improvements project is located just east of downtown Castle Rock and includes roadway capacity and operational improvements of Fifth Street from Woodlands Boulevard to the recently completed improvements at Ridge Road. Pedestrian and bicycle facilities will also be installed. Fifth Street is classified as a major arterial and functions as a regional roadway. Within the project limits, Fifth Street intersects two major arterials (Woodlands Boulevard and Ridge Road), 2 collector streets (Gilbert Street and Valley Drive) and multiple local roads and private accesses. Additionally, just outside the project limits, Fifth Street intersects with a state highway (SH86). The improvements implemented with this project include: road widening to accommodate the full build-out condition of a 4-lane major arterial, on-street bike lanes, intersection improvements at Woodlands Boulevard, intersection improvements at Valley Drive including traffic signal design, multi-use path/sidewalk implementation, storm drainage improvements and water quality improvements.
Project Schedule
It is anticipated that construction of the Project will follow the schedule outlined below:
Construction - 363 calendar days
• Start construction in September 2025
• Complete construction Fall 2026
Project Values
This project aligns with the Department’s Strategic Asset Management Plan’s (SAMP) policies of maximizing safety and reliability while evaluating improvements that have low total lifecycle cost and low environmental impacts.
Improving Safety - This project will construct pedestrian facilities (on-street bike lane and new sidewalk) that will allow for safer bicycling and walking activities within the area. Multiple traffic calming elements are included with this project including a section of raised median, and narrow travel lanes in an effort to reduce vehicle speeds within the corridor.
Improving Reliability - The construction of this project includes additional travel lanes (4-through lanes) as well as auxiliary lanes (dedicated right and left turn lanes) where warranted.
Achieving Low Life-Cycle Costs - The proposed construction was designed to achieve low life-cycle costs by assessing and selecting geotechnical and pavement designs that are resilient and can withstand the forecasted traffic volumes.
Focus on Low Environmental Impacts - In order to minimize environmental impacts of the project, the proposed construction has been planned considering migratory bird surveys, wetland surveys, and endangered species surveys. The construction also includes storm drainage and water quality improvements that meet stringent Castle Rock Water design criteria. There are also provisions to allow the use of recycled materials in asphalt pavement, subgrade base course and the use of energy efficient LED lighting for street lights and traffic signals.
Budget Impact
The total cost for the Construction Management and Inspection Services that will be provided by Emprise Concepts is $1,134,543.30 with a 10% contingency in the amount of $113,454.33 for a total amount of $1,247,997.63. The construction management agreement represents 11% of the total construction cost, which is consistent with past projects. The construction management agreement for the Crystal Valley Interchange (CVI) represents 11% of the total construction cost, while Crowfoot Valley Road Widening project’s construction management agreement accounted for 8.5% of its total construction cost. This service agreement will be funded solely by the Town of Castle Rock. The unencumbered funds within account no. 135-3175-431.78-85 will be utilized to cover the cost of this service agreement.

Staff recommends the Public Works Commission recommend Town Council approve the resolution as introduced by title.
