Discussion/Direction: Draft 2025 Community Survey

Executive Summary
As previously discussed with Council, staff has been working with third-party vendor ReconMR to prepare to administer the Town’s 2025 community survey. Attached are the draft resident (Attachment A) and business (Attachment B) surveys for 2025.
The purpose of this item is for Council to review the draft surveys and discuss any desired adjustments ahead of staff and the consultant moving forward to administer the surveys. The planned project schedule is as follows:
~March 1: Surveys begin
Mid-April: Data collection closes
Mid-May: Draft results report delivered to Town Council
June 3: Discussion of results with Town Council
Discussion
The majority of both the draft resident and business surveys are similar to the Town’s previous surveys, so that the Town can trend its performance over time. There are a handful of differences within the resident survey, which staff would like to bring to Council’s attention:
Strategic Priorities
Two follow-up questions are included to help gauge how well Town priorities line up with residents’ vision and values for Castle Rock’s future, as well as how the Town has been progressing on the priorities over the last 10 years in residents’ view (SP5 and SP6, Page 4).
Downtown
Three new questions are included regarding parking in Downtown Castle Rock, asking how long it typically takes to find parking, how far people must walk to their destination and how far they are willing to walk to a destination (DT3, DT4 and DT5, Page 6).
Water
Questions about the online billing system and ColoradoScape rebates were revised to reflect current needs (U4 to U10, Page 9), and new questions were added regarding the 2024 water mailer, along with stormwater and sewer management (U11 to U14, Page 10).
Growth
A new question regarding the perceived pace (too fast/too slow) of the rate of growth across several areas (population/retail/jobs/housing/infrastructure) is included (G5, Page 18).
Parks and Recreation
The question about future park amenities (PR5, Page 22) has been adjusted from an open-ended question to include a list of potential items, including ice skating rinks. New questions are included on public-private partnerships (PR6 and PR7, Page 22) and on charitable giving for Parks and Recreation purposes (PR9, Page 22).
Some other questions have minor adjustments included, but this list captures the most significant changes staff is recommending to the survey. Staff recommends that Council review the drafts and offer any feedback for incorporation as staff works with the vendor to finalize the surveys for distribution.
Proposed Motion:
“I move to direct staff to proceed with the 2025 community survey as discussed.”
