Resolution: Approving a Construction Contract with Copestone General Contractors regarding the Castle Rock Police Department Basement Remodel Project

Executive Summary
Police staff requests approval of a Resolution Approving a Construction Contract between the Town of Castle Rock and Copestone General Contractors for the PD basement renovation (Attachment A) that will provide office space for the Patrol and Special Operations Divisions. This remodel will provide workstations and office space, training and daily briefing facilities, equipment storage, and a kitchen/break area for a projected staff of 56. This project also includes minor site improvements to the existing men’s locker room and evidence storage facility area. This project has been coordinated with the Town-wide facilities space planning.
Discussion
A competitive bidding process was used to obtain bids from seven-qualified general contractors. Bids ranged from $579,290 to $786,167. Each bid was evaluated for completeness and to ensure that the bid met all requirements of the contract. All bids met the contract requirements (Exhibit 1); however, some of the bids exceeded the 2015 amended budget appropriation. The police facilities team (Sr. Management Analyst Kristin Zagurski, Facilities Administrator Scott Smith, Police Chief Jack Cauley, Sr. Office Assistant Shannon Eklund, and Commander Tim Gorman) then interviewed the contractors who submitted the three lowest bids - Copestone G.C, Wells and West G.C., and iiCon Construction - to become acquainted with each team and discuss value engineering options. The companies have qualified teams of professionals and staff is confident in their abilities to deliver a successful project. The Town then entered into negotiations with Copestone General Contractors as the lowest apparent bidder to negotiate a contract price that would fit the 2015 budget appropriation ($600,000). Copestone General Contractors, with assistance from the police facilities team, was able to identify several areas to change materials and equipment without sacrificing space, functionality or energy efficiencies. Based on these changes, the price was reduced to $560,720. The construction and is expected to begin in October 2015 and be completed by the end of January 2016.
Other associated costs with this project include: Wainscoting wall barrier ($35,000), Cubicle furniture ($18,000), Architectural facilities planning and design ($27,780), and Network infrastructure for work stations and body worn cameras ($15,293).
Budget Impact
Funding for this project is included the amended in the 2015 budget and will be allocated from the PD Basement Renovation project account number 133-2175-421.78-16 for $600,000. Funds will also be allocated from Building Improvements, account number 136-1875-418.70-20 for $35,000.
Staff Recommendation
Staff recommends approval of the construction contract between the Town of Castle Rock and Copestone General Contractors for the PD Basement Renovation.
