Resolution recommending Town Council approve a Construction Contract with Native Sun Construction for the Fifth Street Improvements Phase 1 Project

Executive Summary
Staff is seeking a favorable recommendation from the Public Works Commission for Town Council to approve a Resolution approving a construction contract between the Town of Castle Rock and Native Sun Construction (“Native Sun”) for the Fifth Street Improvements Phase 1 project.
Fifth Street is a major arterial connecting local and regional travel between the easterly portions of Town and I-25. Design of the planned improvements began in 2021 and include; additional vehicle travel lanes, intersection improvements (roundabout at Woodlands Blvd., traffic signal at Valley Dr.), bike lanes, storm drainage improvements, water quality improvements, utility improvements, and sidewalks. The improvements are to be implemented in two independent phases of construction in order to fit budget constraints and meet requirements to obtain $3.5M in federal funding that has been awarded to the Town for construction of the project. Phase 1 (this construction contract) includes road widening for additional vehicle travel lanes and on-street bicycle lanes between Valley Drive and Castle Crest Drive, a complete sidewalk connection between Ridge Road and Woodlands Boulevard, storm drainage and water quality improvements, and a traffic signal at Valley Drive all of which are illustrated on Exhibit 1.
Project construction will commence in Fall 2025, and is anticipated to be complete by the end of 2026.
The Town received 6 bids (outlined below) for construction, Native Sun Construction is low bidder at $11,320,944.44, and is qualified to perform the contract work.

The amount of this contract is $11,320,944.44. The purchase authorization is the contract amount plus a 10% staff managed contingency in the amount of $1,132,094.44 for a total authorization of $12,453,038.88. The Town has been awarded $3.5M in federal grant funding for the construction of this project from Denver Regional Council of Governments (DRCOG). These funds will be placed into the transportation capital fund, and offset the Town’s cost of construction for the project.
The information presented herein includes: notification and outreach efforts; history of past Town Council, Boards & Commissions and other discussions; discussion of construction scope; and budget impacts.
Notification and Outreach Efforts
History of outreach
A community centric process was employed during the project design phase in order to ensure the project improvements represent community vision and interests. Project open houses were held and online feedback was solicited to gain feedback on multiple design alternatives. At the end of this process, the preferred design was presented to Town Council in April 2022, where staff was directed to proceed (with design based on the proposed concept).
Notification and outreach planned during construction
Town staff have developed a communications plan for construction that identifies specific activities that will engage and inform residents and stakeholders of the project, and construction impacts. The plan includes a multifaceted approach using Town and project webpages, social media, print media (mailers, newsletter articles), project email, and roadside variable message signs to inform the community of impacts throughout the duration of construction which will include lane closure and traffic impact notifications.
History of Past Town Council, Boards & Commissions, or Other Discussions
This project has been presented and adopted by Town Council in various forms within the last five years. In June 2021 Town Council approved a service agreement with Stanley Consultants to complete design of the project (the original agreement). Later, in April 2022 Town Council directed staff to proceed with design activities based on the recommended concept design. In September 2023 Town Council gave general authorization to begin the property acquisition phase (eminent domain ordinance). Finally, in August 2024 Town Council approved proceeding with phasing the project construction to meet budget and grant constraints.
Discussion
Project Background
Fifth Street Improvements project is located just east of downtown Castle Rock and includes roadway capacity and operational improvements for Fifth Street from Woodlands Boulevard to the recently completed improvements at Ridge Road. The project includes roadway and pedestrian improvements for Fifth Street that have been identified within the 2017 Transportation Master Plan (TMP) that will maintain adequate capacity, enhance multi-modal travel experiences, improve safety, and ensure efficient road network connections for future development. The Fifth Street Improvements project will be constructed in two phases. Phase 1 improvements are illustrated on Exhibit 1 and include:
• Road widening to accommodate 4 through lanes and turn lanes. between Castle Crest Drive and Valley Drive
• New sidewalk from Castle Crest Drive to Woodlands Boulevard on the south side
• Intersection improvements to Valley Drive (new traffic signal)
• Median construction between Castle Crest Drive and Valley Drive
• Storm drainage and water quality improvements
• Implementation of on-street bike lanes/shoulders between Castle Crest Drive and Valley Drive
Project Schedule
It is anticipated that construction of the Project will follow the schedule outlined below:
Construction - 363 calendar days
• Start construction in fall 2025
• Complete construction by the end of 2026
Project Values
This project aligns with the Department’s Strategic Asset Management Plan’s (SAMP) policies of maximizing safety and reliability while evaluating improvements that have low total lifecycle cost and low environmental impacts.
Improving Safety - This project will construct pedestrian facilities (on-street bike lane and new sidewalk) that will allow for safer bicycling and walking activities within the area. Multiple traffic calming elements are included with this project including sections of raised median, and narrow travel lanes in an effort to reduce vehicle speeds within the corridor.
Improving Reliability - The construction of this project includes additional travel lanes (4-through lanes). The additional lanes combined with a traffic signal at the Valley Drive intersection will decrease delays during rush hour periods as traffic volumes increase and minimize variability of typical trip times.
Achieving Low Life-Cycle Costs - The proposed construction was designed to achieve low life-cycle costs by assessing and selecting geotechnical and pavement designs that are resilient and can withstand the forecasted traffic volumes.
Focus on Low Environmental Impacts - In order to minimize environmental impacts of the project, the proposed construction has been planned considering migratory bird surveys, wetland surveys, and endangered species surveys. The construction also includes storm drainage and water quality improvements that meet stringent Castle Rock Water design criteria. There are also provisions to allow the use of recycled materials in asphalt pavement, and the use of energy efficient LED lighting for traffic signals.
Budget Impact
The total cost for construction of the project is approximately $14.1M which includes the construction contract, construction management and inspection services, and CORE electric lighting costs as illustrated in Figure 1 below.

The accounts that are to fund construction of the project, and their current balances, are outlined in Table 1 below.

The current approved project budget for phase 1 construction is $12,024,238. A forthcoming transfer of unused funds from the Four Corners project and a budget amendment will increase the Fifth Street Improvements Phase 1 project account budget by $2,076,798.11. There is sufficient fund balance within the Transportation Capital Fund to cover a forthcoming budget amendment.
This construction contract proposed with this resolution is to be funded by 1 account as listed in Table 2 below.

Federal grant award contributions will total $3.5M toward the project. Grant funds are acquired by requesting reimbursement from CDOT throughout construction and will then be incorporated into the transportation capital account.
