Executive Summary
Staff is seeking Town Council approval of a Resolution (Attachment A) approving a Construction Contract between the Town of Castle Rock and RME Ltd., LLC dba Elite Surface Infrastructure for the 2021 Downtown Alley Improvement Project. This project exemplifies the Department objective of maximizing the value our community receives from transportation assets. The proposed construction contract provides the community a high value solution, where low lifecycle cost, and low downtime are achieved. Reconstructing certain alleys that have exceeded their useful life, and accomplishing construction within a short time period are the hallmarks of this construction contract. The amount of the contract is $798,100 plus a 10% staff managed contingency in the amount of $79,900 for a total authorization of $878,000. The information presented herein includes: construction scope, anticipated construction timeframes, notification and outreach efforts and budget impact.
Notification and Outreach Efforts
A concentrated effort to minimize potential construction impacts to adjacent businesses has been made for this project, especially at a time when increased strain due to the COVID pandemic is impacting the Castle Rock business community. The project team, along with Castle Rock Community Relations, has performed outreach efforts to inform and collect feedback from residents and businesses adjacent to the alleys. These efforts include; sending and collecting project information/feedback forms and door-to-door informative sessions. Town staff has received positive feedback from adjacent stakeholders. Additionally, the project takes special considerations to minimize project impacts including:
• Project phasing to maintain primary accesses
• Partnering with Douglas County to reserve additional parking for affected employee parking

The construction contract will be formally requested for Public Works Commission (PWC) recommendation on 4/5/21. The recommendation received by PWC will be presented at the Town Council meeting.
Discussion
The Town Council approved “2021-2025 Capital Improvement Program” identified multiple alleyways in the downtown area that are to receive upgraded infrastructure. Public Works and Castle Rock Water Departments have identified that the present infrastructure is beyond its design life. Additionally, this project aligns with the Department’s Strategic Asset Management Plan’s (SAMP) policies of minimizing disruptions to transportation stakeholder’s typical use of assets and achieving low total life cycle costs. As these alleys continue to age, the maintenance required to keep them functional increases exponentially. This maintenance leads to higher long term costs as well as increased frequency of downtime. The project will implement improvements that increase the level of service and decrease downtime.
The locations identified for 2021 construction improvements include blocks 10, 11, 14 and 17 alleys (Attachment B). As design is complete and in conformance with the “Downtown Mobility Master Plan”, Public Works along with Castle Rock Water have competitively advertised (in accordance with Town Purchasing Policy) a construction contract for the “2021 Downtown Alley Improvement” project. The project budget and bids resulting from the contract advertisement are illustrated below on Table 1. Staff recommends RME Ltd., LLC dba Elite Surface Infrastructure be awarded the construction contract as they are the low-bidder for the contract and have been vetted as a reputable contractor.

Construction Scope
The work that will be completed as a part of the “2021 Downtown Alley Rehabilitation” project includes:
• Pavement Replacement (Asphalt to Concrete)
• Drainage Improvements
• ADA and Access Improvements
• Sanitary Sewer Replacement
Anticipated Construction Timeframes
Construction is anticipated to begin Spring 2021 and be completed by during Summer 2021.
Budget Impact
The total estimated cost for a construction purchase order is $878,000.
As this project has been planned and approved with the approval of the “2021 Operating and Capital Improvement Budget”, reservations for this cost have been made between two funding accounts. The proposed funding split is as follows:
