Executive Summary
The Council Community Grant Program (CCGP) has an annual budget of $8,000 funded by the Town Council Non-profit Grant Account in the General Fund. Individual grants cap out at $500 per request with an annual allocation not to exceed $8,000 for the year or $2,000 per quarter. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility and presents the grant requests to Council. Seven (7) qualified applications were received for the 1st Quarter CCGP. Two (2) organizations have agreed to postpone their applications to the 2nd Quarter. The remaining five (5) applicants are as follows:

The purpose of this memo is to present these applications to Council for consideration and approval.
Discussion
The Council Community Grant Program is funded by monies from the General Fund. Council Community Grant Program funds are for specific nonprofit organizations for community based projects. Applications may be submitted on an as-needed basis and will be reviewed quarterly.
Eligible project areas for CCGP include projects which contribute to Castle Rock’s “quality of life” with special emphasis on:
• youth programs and activities
• senior programs and activities
• community based environmental and sustainability programs and activities
• community based performing and visual arts programs and activities
Applications not approved in the previous quarter would still be subject to approval upon resubmission by the applicant if the request remains valid upon the next quarterly review.
A total of $6,500 was awarded under this program in 2015. A list of the organizations and the amounts awarded for the 2013 - 2015 Council Community Grant Program are presented in
(Attachment B).
Brief Overview of Applications:
Castle View High School is requesting $500. The funds are being requested to provide entertainment and prizes for the students during their After Prom event.
Eligible Project Area: Youth program and activities
Douglas County High School is requesting $500. The funds are being requested to provide entertainment and prizes for the students during their After Prom event.
Eligible Project Area: Youth program and activities
Douglas County Parenting Coalition is requesting $500. The funds are being requested for the Perceptual Carnival, to buy carnival type food for the kids, entertainers, and small prizes--testing activities will be presented to kids like carnival games to make them fun.

Greater Castle Rock Art Guild is requesting $500. The funds are being requested to help facilitate the youth and teen summer art program. Funds would be used to purchase supplies for classes and for matting and framing supplies that are used to present an art show at the end of the season.
Eligible Project Area: Youth program and activities & Community based performing visual arts programs and activities
Young Entrepreneurs Academy is requesting $500. The funds are being requested to support costs associated with students' participation in, and preparation for, the spring Investor Panel & Pitch Presentations and Tradeshow, taking place in April 2016.

Budget Impact
The 2016 budget includes $8,000 ($2,000 available per quarter) in the Town Council Non-profit Grant Account in the General Fund for the 2016 Council Community Grant Program.
Staff Recommendation
Staff recommends Council approve a $400 award to the five non-profits presented in this grant cycle.
