Executive Summary

 

Castle Rock Water (CRW) has entered into a Sole Source Services Agreement with Norris Design for the completion of design and construction specifications for the ColoradoScape Demonstration Garden Project. A conceptual design was created by the Colorado State University, Department of Horticulture and Landscape Architecture in 2024. These construction specifications are expected to be completed by May 30, 2025 at which time a sole source for the landscape/construction company will be issued. The construction company is expected to be Schultz Industries, but a sole source agreement has not yet been approved. Sole sourcing has been identified as the best option as this is a unique project, with a very specific message, and has time and budget considerations.

 

The purpose of the ColoradoScape demonstration garden is to help fulfill CRW’s conservation goal to reach 100 gallons per capita daily by providing an interactive educational avenue for residents to understand the benefits and design elements of ColoradoScape landscaping. The approximately one-acre garden, with parking and a pavilion, will be located at 1595 Aloha Street on a section of a future site of a TOCR park. The garden site is in a neighborhood with single and multi-family dwellings, highly visible at a round-a-bout, and across from the Ray Waterman Regional Water Treatment Facility.

 

Budget Impact

 

The agreement from Norris Design is $92,250 and will be funded from Water Resources Fund/Administration Division/Marketing <211-4300-443.30-72>.

 

The total budget for the project design and construction is $1M.
