Executive Summary
Castle Rock Parks and Recreation is seeking Town Council approval of a First Amendment to the Services Agreement with Barker Rinker Seacat Architecture, P.C. (BRS) for continued architectural and engineering services during construction of the Castle Rock Sports Center.
BRS has served as the Town’s architectural partner throughout the planning and design of the Sports Development Center and currently provides architectural and engineering support during facility construction. As construction has progressed, additional design and engineering services have been needed to address project coordination, construction questions and modifications. The construction schedule has also extended beyond the term of the current agreement, which expires April 30, 2027.
The proposed amendment adds $77,000 to the BRS agreement for additional services completed to date and anticipated through the remainder of construction, increasing the contract amount from $1,009,302 to $1,086,302. The amendment also extends the agreement through December 31, 2027, to align with the updated construction schedule and will allow BRS to support the Town through final project closeout.
Funding for the additional services is available within the Town-managed design contingency already included in the project budget. Because the additional services increase the BRS agreement beyond the amount previously authorized by Town Council, Council approval of the amendment is required. No additional project appropriation is requested.
History of Past Town Council, Boards & Commissions, or Other Discussions
BRS’s involvement with the Sports Development Center began in 2020, when the Town retained the firm to complete an Indoor Recreation Facility Feasibility Study. The project subsequently advanced through conceptual planning, schematic design, design development and construction documents.
In May 2022, staff presented the Sports Development Center concept to the Parks and Recreation Commission and Town Council. Following Council direction, staff conducted additional public outreach, including an online questionnaire and public open house.
In October 2022, Town Council approved additional services with BRS for schematic design of the Sports Development Center.
In June 2023, Town Council approved Resolution No. 2023-092, authorizing BRS to complete design development and construction documents for the facility.
As the project transitioned from design into construction, Town Council approved Resolution No. 2025-013 on February 18, 2025, authorizing a separate Services Agreement with BRS for construction administration in an amount not to exceed $1,009,302. The proposed First Amendment will continue those services through completion of the project.
Budget Impact
The proposed First Amendment increases the BRS agreement by $77,000, from $1,009,302 to $1,086,302. Funding is available within the Town-managed design contingency already included in the project budget. Following approval, $23,930 will remain available as Town-managed design contingency.
Funding is available within Parks and Recreation Capital, Other Professional Services, account 130-5275-452.30-70. No additional project appropriation is required.
