Executive Summary

 

Ordinance No. 2015-29 was approved on first reading August 4, 2015 by a vote of 5-0.

 

In order for the Town to participate in the Coordinated Election on November 3, 2015, the Town must call a Special Election, and authorize staff to enter into an Intergovernmental Agreement with Douglas County regarding the conduct of the election.

 

This election is considered a Special Election because it takes place on a date other than the Regular Election date specified in the Charter, which is the first Tuesday in April.   Coordinated elections are authorized by state statute, and are conducted pursuant to the terms of an Intergovernmental Agreement with the County.   The election will be conducted as a mail ballot election by Douglas County and run under the provisions found within Title 1 of the state statutes, as well as various Rules promulgated by the Secretary of State’s office, and will include provisions for signature verification. 

 

Staff has reviewed the terms and conditions of the Intergovernmental Agreement and is prepared to sign the agreement once Council has officially called the election. 

 

Proposed Motion

 

“I move to approve Ordinance No. 2015-29: an Ordinance Calling a Special Municipal Election of the Town of Castle Rock on November 3, 2015 as Part of the Coordinated Election for the Purpose of Submitting to the Registered Electors of the Town Proposed Amendments to the Town of Castle Rock Home Rule Charter and Providing for the Conduct of Such Election.”
