Executive Summary

 

The Utilities Department is seeking Town Council approval of a resolution (Attachment A) approving the first amendment to the Services Agreement (Exhibit 1) for the East Plum Creek (EPC) Stabilization Survey and Design Project. An opportunity has been identified to increase the utilization of our renewable water rights on EPC by improving two alluvial wells. Potential production could be as much as two percent of our long-term needs, and the costs for developing this are well below those for imported water.  The cost for this project is $47,700 plus a staff-managed 10% contingency in the amount of $4,770, for an authorization in the amount of $52,470. The original authorization amount of $247,500 plus the amount for this project results in a total revised authorization in the amount of $332,750. The purpose of this project is to protect existing alluvial water supply wells from flood risk, repair and enhance wells for optimal production, and provide for a trail crossing in the immediate vicinity of the well field. Additional services under this agreement will include the rehabilitation of two additional wells within the project reach to increase alluvial (i.e. renewable water) well production, and final design of the EPC trail low water crossing. This project will be funded through the Water, Water Resources and Stormwater Enterprise Funds. Staff plans to complete the design phase of this project in early 2016, with construction in 2016.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

In May, the services agreement with Leonard Rice Engineers, Inc. (LRE) was approved by the Town Manager in the amount $225,000 plus a staff-managed 10% contingency in the amount of $22,500, for a total authorization in the amount of $247,500.    

 

Discussion

 

In March 2015, the Town prepared a Request for Proposals (RFP) for the project that was presented to a short-list of firms on the Utilities Engineering Division list of qualified consultants to provide survey and design professional services on a multidiscipline Utilities and Trail Improvement Project.  Three proposals were received and reviewed by the project team. Staff selected LRE as having the highest qualified proposal at the lowest cost. This project combines multiple components along the EPC corridor at the South Well Field near the future Perry Street crossing, east of I-25. Expertise was solicited in floodplain management, stream stabilization, source water infrastructure, facilities and environmental permitting.  These activities were combined into one project so that all elements may be accomplished with a programmatic approach regarding state and federal permitting.  In addition to consolidating permitting processes, combining these design activities yields management, cost and schedule efficiencies.  The main objectives of the project are to protect existing utilities and Town infrastructure along the creek, repair and rehabilitate Well 12R’s lateral arm that extends into the creek, upgrades to Well 204 building and controls, and plan the low water crossing for the future trail connection.

 

Through the alternatives analysis process, it became evident that the Town could benefit from the rehabilitation of two additional alluvial wells that will substantially increase production of renewable water and allow us to maximize utilization of our EPC water rights. Fully developing and utilizing our local water rights reduces the costs of our long-term renewable water program. For comparison, it will cost the Town on the order of $20,000 to $30,000 per acre-feet to develop imported water versus $5,000 to $10,000 per acre-feet to rehabilitate existing wells on EPC.  It is estimated that this project, including the addition of two rehabilitated wells, may increase renewable water well production by 200 gallons per minute (over 300 acre-feet per year, two percent of long long-term needs).

 

The original scope only included development of preliminary design alternatives for the EPC trail low water crossing.  Completing design, and construction, of the trail crossing at this time will provide added stream protection for the proposed Well 11R lateral arm across EPC and will save on future permitting costs for the trail. This work is being covered through the Stormwater Fund and will be reimbursed by the Parks Department at the time of trail construction. 

 

This change order will require additional approvals through the Department of Water Resources and U.S. Army Corps of Engineers, which is included in the cost of the work. 

 

Budget Impact

 

Utilities budgeted $250,000 in 2015 in the Stormwater Fund Capital Projects Account 212-4475-444.78-21 EPC Stabilization at South Well Field and $50,000 in 2015 in the Water Fund Capital Projects Account 210-4230-442.30-40 Engineering Services.  Funds were not budgeted in 2015 in the Water Resources Fund Capital Projects 211-4375-443.78-30 Alluvial Well Field Rehabilitation.  However, funding is available in the Water Resources Capital Projects Accounts 211-4375-443.78-03 Foothills Study, and $42,856 has been requested to be appropriated through a budget transfer.  There will be no net increase to the Water, Stormwater or Water Resources Funds 2015 capital budgets with the implementation of this project.
