Proclamation: Retiring Police Service Dog Kuno

Executive Summary
The purpose of this memo is to recommend the formal retirement of Police Service Dog (PSD) Kuno. As stated in Kuno’s biography (Attachment A), he has served the department since 2007. It is the desire of our department to formally to recognize PSD Kuno’s efforts with a Retirement Proclamation (Attachment B).
Discussion
The Police Department deploys two Police Service Dogs as part of our operational plan. One dog team covers the first half of the week (Sun-Wed) and the other covers the second half of the week (Wed-Sat). Both teams are on call for off-duty callouts outside their normal duties and responsibilities (Attachment C).
The Unit provides the department an additional tool to assist patrol in the apprehension of dangerous suspects, location of illegal narcotics, and to bridge the gap between the community and the police department through the education and demonstration of the dog’s abilities. The K-9 Unit supports the patrol division by utilizing the dog’s heightened senses to locate suspects and illegal narcotics safely and more efficiently.
Officer Todd Thompson has been on the K-9 Unit for 13 years and is currently assigned to PSD Ronin, a two-year old Belgium Malinois. Officer Thompson’s previous police service dog was Legion.
Officer Tom O’Donnell had been on the K-9 Unit for 4 years and was assigned to PSD Kuno, a ten-year old Belgium Malinois.
Officer Cody Brown and PSD Titan are currently assigned to the K-9 Unit.
Staff Recommendation
Councilmember Heath will be reading Police Service Dog Kuno’s Retirement Proclamation.
