Executive Summary

 

The Town of Castle Rock has received a federal grant for the reconstruction of Meadows Parkway between US 85 and Meadows Boulevard. Meadows Parkway is on the Regional Transportation Plan and is eligible for federal funding.  The federal funds have been awarded as part of the regional Transportation Improvement Program (TIP) administered through the Denver Regional Council of Governments (DRCOG) and the Colorado Department of Transportation (CDOT). Since CDOT is providing the oversight for the project, they require an Intergovernmental Agreement (IGA) to be entered into that outline local agency (Town of Castle Rock) and CDOT responsibilities for the project.  The purpose of this item is to request Town Council to approve the IGA with CDOT via the attached Resolution (Attachment A).  CDOT is requiring that this agreement be executed prior to issuing the project’s notice to proceed.

 

This section of Meadows Parkway was originally constructed in 1987.  The Pavement Condition Index (PCI) in 2014 was 38 on a scale of 1 to 100 and has shown a steady decline.  Any street section rated below 49 is considered past its lifespan and in need of reconstruction.  Town staff scheduled the construction to occur after the opening of North Meadows Drive in order to minimize disruption to fewer stakeholders.  Meadows Parkway has an average of 9,000 fewer vehicles per day since the opening of North Meadows Drive which will help alleviate congestion during construction.     

 

The project will entail the replacement of the existing concrete pavement with asphalt pavement, striping for bike lanes, replacement of damaged concrete curb/gutter and sidewalk, and the upgrade to existing curb ramps to meet ADA requirements.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

On September 8, 2014 the Public Works Commission recommended Town Council approve the Town’s TIP application for the Meadows Parkway Reconstruction Project. The following week on September 16, 2014 Town Council gave staff approval to submit the TIP application to the Denver Region Council of Governments (DRCOG).  DRCOG is the Municipal Planning Organization that administers federal funding associated with local jurisdictions.  In early 2015, the DRCOG Board, who is responsible for approving the regional TIP, including the project list, approved the Town’s project for federal funding. 

 

The Public Works Commission is scheduled to review this item on March 6, 2017.  They will provide a formal recommendation to Town Council on this item, which Staff will provide during the presentation at the Town Council meeting. 

 

Discussion

 

The IGA identifies the general terms of the agreement, scope of work, funding provisions awarded to the Town, and other exhibits.  CDOT will be responsible for oversight throughout the design and construction of the project.  The Town’s responsibilities include administration of all project phases: design, bidding, award, and construction management.

 

Currently Town staff and our consultant, Felsburg, Holt, and Ullevig, Inc., are addressing comments made by CDOT.  It is expected that the plans will be finalized for the Final Office Review (FOR) with CDOT on March 20.  As soon as CDOT approves the FOR plans the project will be advertised for bid.  Construction is scheduled to begin in early June and be completed in early August.  

 

The Town’s Attorney and Finance departments have reviewed the IGA, including the project funding provisions, and have approved it. 

 

Budget Impact

 

Federal funding available for the project is $1,333,000. The Town is required to contribute a minimum 20% local agency match, however, a preliminary estimate found additional funds would be required to complete the project.  The Town has contributed $654,000 from the Transportation Fund for a total 2017 construction project budget of $1,987,000.  While the IGA states that the Town has a minimum 20% match, approval of this resolution will not encumber funds.  Encumbrance of funds will occur once the Town enters into a contract with a qualified bidder. 

 

Staff Recommendation

 

Staff recommends the Town Council approval of the IGA with CDOT for the Meadows Parkway Reconstruction Project.
