Executive Summary
Staff recommends approval of a Service Agreement with Felsburg, Holt, and Ullevig (FHU) to perform the work for the US 85/CO 86 Traffic and Safety Plan project at a total cost of $698,595.00. There is also a 6.9% Town-managed contingency of $51,405.00. This agreement is issued through an open bid process responding to the Town’s Request for Proposals.
Discussion
In March 2026, Town Council approved a $750,000 budget amendment to fund the US85 / CO86 Traffic and Safety Plan in 2026. The purpose of the project is to develop a comprehensive transportation improvement plan that addresses existing and anticipated congestion, mobility, and safety needs while accounting for projected development within the region. The study will also establish a prioritized list of transportation projects that can be implemented in the near term or phased over time as transportation needs evolve.
The project area extends from the US 85 and Meadows Parkway intersection east to the CO 86 and Enderud Boulevard intersection. The traffic and safety analysis will identify improvements needed to address existing and future multimodal operations, roadway capacity constraints, transportation safety, right-of-way requirements, and pedestrian and bicycle connectivity as development continues throughout the project area. This work will include identification of existing and anticipated issues, evaluation of potential solutions, development of recommended improvements, and prioritization and phasing of projects. The study will ultimately establish an implementation roadmap that identifies strategies for advancing and funding the recommended improvements.
The analysis will include, but not be limited to, the following elements:
• Evaluate existing transportation and traffic conditions.
• Incorporate current and projected development and land-use assumptions into the Denver Regional Council of Governments (DRCOG) 2050 travel demand forecast model.
• Identify locations where roadway capacity and operational improvements are needed, including geometric modifications, additional travel lanes, auxiliary lanes, and other appropriate improvements.
• Review and confirm or modify the existing Access Control Plan.
• Conduct safety assessments for all transportation modes.
• Identify and recommend pedestrian and bicycle improvements throughout the study area.
• Identify the need for additional or enhanced Intelligent Transportation Systems (ITS), including fiber-optic infrastructure, network equipment, and advanced traffic management technologies.
• Evaluate public safety needs, including potential wildlife mitigation measures.
• Develop, evaluate, and screen transportation improvement alternatives.
• Develop recommended improvements and establish project prioritization and phasing.
• Prepare conceptual designs and planning-level cost estimates for identified improvements.
Consultant Procurement
To obtain the most qualified consultant while ensuring competitive value and compliance with Town purchasing policies, staff issued a Request for Proposals (RFP) through BidNet Direct, an online procurement platform that connects government agencies with qualified consultants. Five qualified firms submitted proposals for consideration.
Following a comprehensive review and scoring process, the evaluation team comprised of representatives from the Town, the Colorado Department of Transportation (CDOT), and Douglas County recommends awarding the project to FHU. FHU received the highest overall evaluation score among the firms that submitted proposals. Four of the eight evaluators ranked FHU as their first choice, while the remaining four evaluators ranked FHU as a close second.
The proposed contract amount is within the $750,000 project budget approved by Town Council.

Budget Impact
The total proposed cost of the project is $698,595.00. There is also a 6.9% contingency of $51,405 managed by the Town in accordance with Town Purchasing Policy and Procedure. This project has an approved 2026 project budget of $750,000 as part of the Capital Improvement Program.

Project Schedule
Notice to Proceed (NTP) is anticipated in September 2026. Following NTP, FHU will complete the project within 14 months or by November 2027.
Staff Recommendation
Staff recommends approval of the Service Agreement with FHU to conduct the US85 / CO86 Traffic and Safety Plan for $698,595.
