Executive Summary
This item was approved on First Reading on August 4, 2015 by a vote of 5-0.
In order to be assured that this Ordinance is in effect and in compliance with all applicable statutory and Municipal Code requirements, staff is recommending emergency adoption on second and final reading.
The proposed Ordinance authorizes placement of a Charter amendment on the November 3, 2015 Coordinated Election ballot which would require all pre-adoption and post adoption Public Notices related to Ordinances be published on the Town’s website rather than in a newspaper.
This change would allow the Town additional flexibility in scheduling Ordinances for Council consideration and would save the Town approximately $3,000 per year in publication costs.

“I move to approve Ordinance No. 2015-31, an Ordinance proposing an amendment to Section 7-3 of the Town of Castle Rock Home Rule Charter to authorize that public notice of ordinances be made by posting on the Town website and referring to the electorate the question of approving this Charter amendment at the Special Municipal Election on November 3, 2015, and providing for its emergency adoption on second and final reading.”
