Resolution Approving a Construction Contract with Civil Specialties, Inc., for the Construction of the Canyon Drive Sidewalk Project

Executive Summary
Staff is seeking Town Council approval of a Resolution approving a construction contract between the Town of Castle Rock and Civil Specialties, Inc. (“Civil Specialties”) for construction of the Canyon Drive Sidewalk Project.
The Canyon Drive Sidewalk Project will construct approximately 1,400 linear feet of new concrete sidewalk along the south side of Canyon Drive between Front Street and Sunset Court adjacent to Rock Park. The project also includes installation of pedestrian safety railing, grading, and restoration of disturbed areas. These improvements will provide a continuous pedestrian connection where no dedicated pedestrian infrastructure currently exists.
Civil Specialties submitted a bid in the amount of $280,426.17, and Town staff have determined that the firm is qualified to perform the contract work and represents the best value to the Town. The proposed encumbrance also includes a 10% staff-managed contingency to address potential unforeseen construction conditions.
The project is funded through the Town’s Community Development Block Grant (CDBG) program. The CDBG program is a federally funded program administered locally by Development Services to address housing, infrastructure, and service needs particularly for residents in low-to-moderate income (LMI) areas. The construction contract requirements have been structured to meet the stipulations of the funding, including the requirement that allocated funds be expended by July 1, 2026, in order to meet the Town’s Annual Action Plan for allocated CDBG funds. Municipalities receiving CDBG funds must allocate funding to projects that meet the U.S. Department of Housing and Urban Development’s (HUD) national objectives, including providing a direct benefit to residents within eligible LMI areas. This project was selected for CDBG funding because it is located within a designated LMI area and addresses a significant gap in pedestrian infrastructure along Canyon Drive adjacent to Rock Park. Town staff evaluated several potential projects for eligibility and community benefit and determined that this project provides strong value by improving pedestrian safety and accessibility while directly serving residents within the eligible service area. This recommendation has been reviewed by the Town’s CDBG program administrator and they concur with this recommendation.
Discussion
The Canyon Drive Sidewalk Project was identified as a priority pedestrian improvement to address a missing sidewalk segment along Canyon Drive adjacent to Rock Park.
Currently, pedestrians traveling between Front Street and Sunset Court must walk within the roadway shoulder or along uneven ground behind the curb to access the Canyon Drive Rock Park entrance. The construction of a dedicated sidewalk will improve safety and accessibility for pedestrians while strengthening connectivity within the surrounding neighborhood. The 8-foot sidewalk is intended to accommodate increased pedestrian activity associated with nearby park access and recreational use. The additional width provides space for pedestrians, runners, strollers, and occasional bicycle traffic while maintaining safe passing conditions. While not designed to full shared-use path standards, the widened sidewalk supports multimodal recreational travel within the corridor. Design of the project was completed in 2025 through a professional services agreement.
The improvements to be constructed are illustrated below and on Attachment C, which includes the Vicinity Map, and are described as follows:
• Construction of approximately 1,400 linear feet of 8-foot-wide concrete sidewalk
• Installation of pedestrian safety railing adjacent to Canyon Drive
• Grading and earthwork to accommodate the sidewalk corridor
• Restoration of disturbed areas with topsoil and seed

Project Schedule
The construction contract is a completion date contract, with a required completion date of May 29, 2026. Construction is anticipated to commence during the first week of May 2026. This schedule aligns with the CDBG funding requirement that allocated project funds be expended by July 1, 2026.
Bid Results
The project was publicly advertised for construction bids in accordance with the Town’s purchasing policies and procedures. Bids were received on March 6, 2026, and a total of ten (10) bids were submitted.
The bids ranged from $280,426 to $561,490. The bid results are summarized in Table 1 below.

Budget Impact
The total authorization for construction of the project is $308,462, which includes the construction contract and a 10% staff-managed contingency. The project is funded through the Town’s CDBG allocation, a portion of which has been specifically designated for this project.

The cost of the construction contract is within the budget established for the project, and the CDBG funds allocated for this project are sufficient to cover the construction contract and associated contingency.
Staff Recommendation
Staff recommends Town Council approve the resolution approving a construction contract with Civil Specialties, Inc. for the Canyon Drive Sidewalk Project. This item was reviewed by the Public Works Commission at their April 6th meeting. Their formal recommendation will be provided at the Council meeting.
