Resolution Approving a Construction Contract with RME Ltd., LLC d/b/a Elite Surface Infrastructure for the Plum Creek Parkway Widening Phase 2 Project

Executive Summary
Staff is seeking Town Council approval of a resolution approving a construction contract between the Town of Castle Rock and RME Ltd., LLC dba Elite Surface Infrastructure (ESI) for the Plum Creek Parkway Widening Phase 2 Project. The amount of the contract is $6,845,575 plus a 10% staff managed contingency for a total authorization of $7,531,000. The information presented herein includes: construction scope, anticipated construction timeframes, notification and outreach efforts and financial impact.
This project will implement the Transportation Master Plan’s identified improvements for this corridor including; the addition of the remaining two lanes of the master planned four-lane roadway on Plum Creek Parkway between Eaton Street and Ridge Road. The project generally consists of the following: roadway widening, drainage system improvements, pedestrian accessibility improvements and roundabout modifications. The project will improve access to the I-25/Plum Creek Parkway interchange from the eastern areas of Town and will also decrease traffic congestion in the area.
Notification and Outreach Efforts
As part of a Public Open House held on September 30, 2021 Town staff presented the proposed improvements to Plum Creek Parkway Widening Phase 2. The outreach meeting allowed the residents to review the proposed improvements, and to provide comments to the Town for consideration.
Prior to and during construction, public outreach will occur in numerous forms such as 1) Town newsletters, 2) Town social media, 3) Press releases, 4) Town’s web site and others if applicable, and 5) Door notifications to the community at large utilizing the road. Residents will be notified of actual dates that work is to be completed adjacent to their properties, and traffic control plans will be developed and managed to ensure worker and public safety.
History of Past Town Council, Boards & Commissions, or Other Discussions
On April 3, 2018 a resolution was unanimously passed by Town Council to design the Plum Creek Parkway Widening project. Later, on September 17, 2019 a resolution was passed to construct Phase 1A of the project improvements followed by March, 2020 passing of a resolution to construct Phase 1B of the project improvements.
The construction contract for Phase 2 is to be presented to Public Works Commission (PWC) on June 6, 2022. The results of Commission’s recommendation will be shared at the Town Council meeting.
Discussion
The Town Council approved “2022-2026 Capital Improvement Program” identified the construction of the Phase 2 widening of Plum Creek Parkway for 2022. The project accommodates the addition of the remaining two lanes of the master planned four-lane roadway identified in the Transportation Master Plan. Construction of this project will support the continued development in the south and east areas of the Town. This project will also improve access to the I-25/Plum Creek Parkway interchange from the eastern areas of the Town. Improvements include: roadway widening from Eaton Street to Ridge Road, on-street bicycle lanes, sidewalk addition on south side of the road, and modifications to the Ridge Road roundabout. A sidewalk on the north side currently exists.
Design of the improvements was completed in early January 2022. The Town solicited construction bids for the Plum Creek Parkway Widening Phase 2 project on BidNet. Bids were received from three (3) contractors and the bids are summarized below:

RME Ltd., LLC dba Elite Surface Infrastructure (ESI) is the confirmed lowest bidder, having met the minimum qualifications as required by the contract. Staff has confirmed that the bid is complete and accurate. The Town has worked successfully with ESI on several other projects in recent years, all with positive results that meet the high expectations for Town construction projects. Construction is anticipated to begin in June, 2022 and be substantially complete by June 30, 2023.
Financial Impact
There are sufficient funds in the 2022 budget in the amount of $7,800,000 to complete this work. Staff has consulted the Finance Department and they agree with the proposed funding.
A budget amendment approved by Town Council on May 3, 2022 allows the use of a one-time federal government grant through American Rescue Plan Act (ARPA). The ARPA funds in the amount of $5,703,100 will help fund portions of both the 2022 Ridge Road and Plum Creek Parkway Widening projects. The ARPA funds will replace $5,703,100 of development impact fees earmarked for these projects and be moved back into the Transportation Capital Fund.
The construction cost will be expensed as follows:
Account Number 135-3175-431.77-05 Plum Creek Parkway Widening in the amount of $6,845,575 plus a Town managed contingency of 10% for a total project encumbrance of $7,531,000.
Staff Recommendation
Staff recommends the Town Council approve the resolution as introduced by title. The formal recommendation from the Public Works Commission will be provided during the staff presentation.
