Title
Ordinance Amending Section 10.12.020 and Chapter 10.16 of the Castle Rock Municipal Code Regarding Authorized Emergency Vehicles and Large Vehicle Parking (Second Reading - Approved on First Reading on January 21, 2025 by a vote 7-0) (Continued from February 4, 2025)

Executive Summary
Following Town Council direction provided on February 4, 2025, staff has evaluated options for tow truck parking. At this time, staff recommends maintaining the current large vehicle parking prohibition in residential rights-of-way. However, for tow trucks to respond quickly to incidents and support public safety needs, staff also recommends allowing tow trucks to park at a nearby Town-owned location outside of residential areas. Note that this allowance will only be available to providers who have an active contract with the Town to provide towing services. No further changes to Ordinance 2025-004 are required related to this accommodation.
Staff has worked with Westside Towing to identify a parking option outside the residential right of way for an operator living in the Cobblestone Ranch area. In coordination with Parks & Recreation, the Town will dedicate two parking spaces at the Cobblestone Ranch Park that the operator can use for tow truck parking during his on-call schedule. One space will be used for the tow truck itself and the other will be available for the operator who will be driving his personal vehicle to the location. This location may be changed in the future when Fire Station #156 is constructed or should tow truck parking needs change. Should the Town receive complaints about Westside tow trucks parking on residential streets in the future, staff will work with the company to identify a similar alternative.
