Executive Summary

 

Castle Rock Parks and Recreation is seeking Town Council approval of a Resolution awarding a Construction Contract to Edw. C. Levy. Co., d/b/a Schmidt Construction Company for the Metzler Family Open Space Trailhead Parking Project in the amount of $1,135,039.20, plus a 10% Town-managed contingency in the amount of $113,504, for a total authorization of $1,248,543.20.

 

In June 2021, Town Council approved a resolution accepting the donation of property from the estate of Robert F. Metzler northwest of the Crowfoot Valley Road and Founders Parkway intersection. This 60-acre property has since been named the Metzler Family Open Space and features a historic homestead, silo and additional outbuildings along with ranchland dating back to Douglas County’s homesteading.

 

As part of the transfer of the property, the Town agreed to the installation of parking, signage and trails for the first phase of property improvements, as well as the restoration of the silo. This project will address parking by providing an access road at the intersection of Maleta Lane and East Allen Street (Attachment A - Map) and by constructing a trailhead. Weather dependent, substantial completion is scheduled for December 23, 2022 with final completion in February 2023.

 

Notification and Outreach Efforts

 

Information regarding the trailhead parking lot project was distributed on the area’s Nextdoor.com on February 2, 2022. A press release announcing the donation and planned parking and trails was issued on June 25, 2021 with updates to Facebook, Twitter and the Town’s website (CRgov.com/MetzlerOpenSpace). In addition, a site plan was included on the Town’s landing page and the Town’s Trails Planner met with residents and adjacent HOA board members to provide background information on the project and future improvements.

Town Council approved a resolution accepting the donation of real property from the estate of Robert F. Metzler and the condition of the donation deed on June 1, 2021.

 

Budget Impact

 

The Town solicited construction bids via Rocky Mountain E-Purchasing System to construct access and trailhead parking at Metzler Family Open Space. Two bids were received:

The low responsive bidder was Schmidt Construction Company in the amount of $1,135,039.20.

 

The overall costs are allocated for and will be expensed from the Parks and Recreation General Fund and General Long Term Planning Fund Site Improvements line items as shown below.

 

 

Staff Recommendation

 

Staff recommends Town Council approval of a Resolution approving a Construction Contract with Schmidt Construction Company in the amount of $1,135.039.20. Staff also recommends additional project authorization of $113,504 in Town-managed contingency.
