Executive Summary
Town Council unanimously voted to increase the CCGP award budget for the 3rd and 4th quarter of 2023. Beginning in 2025, the Council Community Grant Program (CCGP) has an annual budget of $16,000 funded by the Town Council Non-profit Grants account in the General Fund. The Town disburses funds for the grants quarterly in $4,000 increments to non-profit organizations within the Castle Rock community. Individual grants cap at $1,000 per request. The Town of Castle Rock Finance Department receives the applications, reviews them for eligibility, and presents the grant requests to Town Council.
The Town received seven (7) qualified applications for the 3rd Quarter CCGP (Attachment A).

This memo intends to present these applications to Council for consideration and approval.
Discussion
The General Fund acts as the source of monies for the Council Community Grant Program. Specific non-profit organizations for community-based projects receive CCGP funds. Organizations may apply on an as-needed basis, and staff reviews applications quarterly.
Eligible project areas for CCGP include projects that contribute to Castle Rock’s “quality of life” with special emphasis on programs and activities for:
- Youth
- Seniors
- Community based environment and sustainability
- Community based performing and visual arts
Qualifying applications not approved in the previous quarter would remain eligible for approval upon resubmission by the applicant, if the request remains valid upon the next quarterly review.
Attachment B lists the amounts awarded for the 2022-2025 Council Community Grant Program.
Brief Overview of Application:
Parkinson Association of the Rockies, $1000 – Dedicated to providing direct care services to Colorado Parkinson’s community. Services include support groups, exercise programs, free access to a licensed clinical social worker, educational programs, informative newsletters and a referral to a referral and informational hotline.
Marvel Baseball HQ, $1000 – A competitive local 8/9-year-old baseball program that is dedicated to helping young athletes build solid baseball fundamentals, develop teamwork, and sportsmanship.
Castle View Ballers Club $500 – Supports the Boys Basketball Program at Castle View High School in various events and opportunities for the team to build and sustain morale throughout the basketball season.
Douglas Land Conservancy, $1,000 – Their mission is to protect and conserve the natural character, habitats, ecosystems, and open spaces of the Central Front Range region of Colorado. Douglas Land Conservancy’s educational outreach programs offer the community opportunities to make meaningful connections to the open spaces in our region.
Clothes to Kids of Denver, $1,000 – The mission of Clothes to Kids of Denver is to provide new and quality used clothing in a boutique setting to students from low-income or in-crisis families in the Denver Metro Area, free of charge. Clothes to Kids of Denver has provided 2,568 wardrobes to students from Castle Rock and neighboring areas since 2008.
The Mane Mission, $1000 – Nonprofit organization dedicated to supporting the emotional well-being, personal growth, and community integration of underserved individuals – including at-risk youth and those intellectual and developmental disabilities (IDD.)
Heroes Hall Foundation, $1000 – Creating a unified, welcoming space where Veteran-focused organizations collaborate to deliver comprehensive support services. Heroes Hall fosters cooperation, resource-sharing, and holistic care to meet Veterans’ physical, emotional, and empowering them to thrive in civilian life.
Budget Considerations
The 2025 budget includes $16,000, $4,000 available for each quarter, in the Town Council Non-profit Grants account in the General Fund for the 2025 Council Community Grant Program.
Staff Recommendation
Staff recommends that Council approve the full grant amounts requested by each of the non-profit organizations presented in this grant cycle.
