Executive Summary

 

Castle Rock Water staff requests Town Council approval of a Resolution (Attachment A) for variance to allow DRC Construction Services, Inc. to perform an acoustic sewer line assessment between 7:00 pm and 7:00 am for two nights in December or January. The Town’s municipal code for noise control prohibits construction noise between the hours of 7:00 pm and 7:00 am on weeknights and between 6:00 pm and 8:00 am on weekends (Chapter 9.16). DRC Construction is under contract for the 2023 acoustic sewer line assessment program (SL-RAT) which provides a rapid and accurate assessment of the sewer system. The current scope of work includes assessing the Downtown and Wolfensberger Road areas (see Attachment B). The night work will allow DRC Construction Services, Inc. to access sewer manholes that may not be accessible during the day, due to heavy traffic loads and parking. The work will have minimal impact on traffic and will not impact customers' or businesses’ sewer services. Given the short duration of the planned night work (no more than two nights), and the limited affected area, staff requests Town Council approval for night work for two nights, to be scheduled in December or January. A time range for authorization is requested to accommodate any potential weather delays.

 

Staff Recommendation

 

Staff requests Town Council approval of a resolution permitting relief from the Town Noise ordinance, allowing work overnight for the Acoustic Sewer Main Survey for two nights in December or January.
