Executive Summary

 

The purpose of this item is to provide information to the Town Council on the State Highway 83 Access Control Plan Update and the update to the Inter-governmental Agreement (IGA) between the Colorado Department of Transportation, Douglas County, and the Town of Parker and Castle Rock. A recommendation to approve the update and allow the Mayor to sign the amended IGA is also part of the action item. For the last four years, CDOT and their consultant (Stolfus & Associates), in concert with Douglas County, and the towns of Parker and Castle Rock, has been in the process of updating the Access Control Plan (ACP) for State Highway 83 (SH-83), commonly referred to as Parker Road. The previous SH-83 ACP was completed in 2008. The updated ACP and IGA place no new obligations on the Town and are provided as Attachment B.

The goal of this update is to create an updated plan to reflect existing conditions and amendments that have taken place since 2008. It also takes into account changes to the corridor and new jurisdictional plans or development plans that have been completed or are in the process of being developed or approved. The project area extends approximately 13 miles from the Arapahoe County boundary south to Russellville Road.

 

Included in this project area is the intersection of SH-83 and Castle Oaks Drive. This is the only intersection within Town limits that is within the project boundary. Throughout the project, Stolfus & Associates pulled various plans from the participating agencies to correct any differences and update the plan. Several access points in the Town of Parker and Douglas County were updated to reflect new plans and developments. This included new access points, turn restrictions to some access points, and the elimination of other access points. However, no changes are proposed to the SH-83 and Castle Oaks Drive intersection. It will remain a full movement signalized intersection.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The SH-83 ACP from 2008 was signed by the Mayor at that time with permission from Town Council. This agenda item is recommending that this Town Council approve the updated ACP and allow the Mayor to sign the new IGA. A recommendation from the Public Works Commission will be provided at the Town Council meeting.

 

Discussion

 

CDOT retained the services of Stolfus & Associates to help develop the SH-83 ACP Update in 2020. The development of the plan took nearly four years to complete. The plan evaluated all access points from the Arapahoe County border to the north down to Russellview Road, just south of the SH-86 intersection. In addition to reflecting existing conditions, the plan includes the following;

 

1.                     Review existing access permits and incorporate into the update

2.                     Include new traffic signals

3.                     Capture right-of-way plans

4.                     Include local agency resolutions and amendments

5.                     Account for transportation plans since 2008

6.                     Include new developments along the highway

7.                     Other locations of interest to local agencies

 

Extensive public outreach and engagement was included in the planning process. Public comments were received via email, online surveys, and an interactive online map. COVID-19 impacted the initial outreach plans, but the project was still able to hold an open house and hold one-on-one meetings with individual properties owners. During the outreach efforts, several comments were received regarding the Castle Oaks Drive intersection with SH-83, however, the comments were about reckless driving and signal timing. Access was not the issue. These comments can be viewed in Attachment C.

 

While the SH-83 ACP Update modified several access points and added/removed access points along the project area, there are no proposed changes or impacts to the Castle Oaks Drive intersection. The intersection will remain signalized with full

movement.

 

Schedule

 

The updated SH-83 ACP will be in effect once it is signed by CDOT, Douglas County, and the Town of Parker and Castle Rock. CDOT is expected to circulate the updated ACP and IGA for signatures this summer.

 

Budget Impact

 

The SH-83 ACP Update will not impact the Town of Castle Rock’s budget. The Castle Oaks Drive intersection is already constructed and signalized. No changes to the intersection are anticipated.

 

Staff Recommendation

 

Staff recommends that Town Council move to approve the SH-83 ACP update Resolution and allow the Mayor to sign the amended IGA.
