Executive Summary
Staff is seeking direction on appointing a Douglas County Housing Partnership (DCHP), Board of Directors representative for the Town of Castle Rock. Ken Kania’s term on the DCHP Board as a Castle Rock representative ended on June 1, 2017; and he is not eligible for reappointment.
The Town can have two appointees. Recently, the Town has had one staff member and one resident appointee. Other communities represented on the DCHP have a mix of a councilmember, a resident and/or a staff member. There is no requirement either way. Julie Kirkpatrick, Long Range Project Manager, serves as the one staff appointee for the Town. A Town resident, Mr. Paul Narduzzo, has submitted an application for consideration as the Town’s second appointee.
The purpose of this action is to seek direction from Town Council to fill Mr. Kania’s vacancy and either appoint one councilmember, appoint Mr. Narduzzo, appoint another resident, or accept more applications from interested Town residents.
Discussion
Diane Leavesley, Executive Director of the Douglas County Housing Partnership, supplied the following description of a board member’s duties:
“The Douglas County Housing Partnership (DCHP) was formed as a multijurisdictional housing authority in 2003 by the City of Lone Tree, the Town of Castle Rock, the Town of Parker and Douglas County through an intergovernmental agreement (IGA). The preamble to the IGA states - “as a result of concern expressed by the business community, public officials and others that there is insufficient workforce housing in Douglas County”. The need for housing for teachers, firefighters and retail workers is specifically cited.
Each Member Jurisdiction (Lone Tree, Castle Rock, Parker and Douglas County) is responsible for identifying its two representatives to the Board of Directors of DCHP. They decide if a representative will be an elected official or designated representative.
It is the duty of the Board to govern the affairs of the Housing Authority, to establish policies, to comply with the laws establishing a multijurisdictional housing authority and to exercise oversight with due diligence and prudence.
The Board of Directors are responsible for:
• overall policy for the housing authority;
• its annual budget;
• the annual audit;
• projects and programs.
The Board of Directors meets monthly on the fourth Tuesday of the month from 8:00 AM to 10:00 AM to receive formal updates from the housing authority staff. Directors serve for a maximum of three two-year terms. Directors receive no compensation for their services.”
Ken Kania, a Castle Rock citizen, was originally appointed to the DCHP Board in 2011. His term ended on June 1, 2017; and he is not eligible for reappointment. Julie Kirkpatrick was originally appointed in 2015 and was reappointed by Council earlier this year to serve another, two-year term. Staff is asking for direction on an appointment to replace Mr. Kania.

Staff received an application from Mr. Paul Narduzzo, a Castle Rock resident and the Regional Office Director of Catholic Charities of Central Colorado, who is interested in serving on the DCHP. His application and resume are attached (Attachment A) for your consideration.
Staff Recommendation
Staff recommends Town Council appoint a new Castle Rock representative to the DCHP Board of Directors.
