Executive Summary
The Parks and Recreation Department is seeking Town Council approval of a Resolution waiving formal written bidding requirement on the basis of sole source and approval of a Construction Contract with SaBell’s Civil and Landscape, LLC, for the Cobblestone Ranch Regional Park Reconstruction Project in the amount of $341,120 plus a 10% Town-managed contingency of $34,112, for a total project authorization of $375,232.
In December 2019, Town Council approved the Cobblestone Ranch Regional Park Master Plan, and in May 2020, approved a contract with White Construction to develop the park’s first phase. The new neighborhood park opened to residents in June 2022. Shortly thereafter, a construction defect was discovered with the backfilling of a future sanitary sewer line that is approximately 16 feet deep. The concrete paths began to vertically separate and their integrity was undermined below, creating an unsafe environment leading to the closure of the park’s neighborhood connection.
To address the defects, the Town is seeking emergency repair work with contractor SaBell’s to mobilize on site as soon as possible. The project’s scope of work will include demolishing and clearing necessary areas, importing and compacting soil for appropriate drainage, completing irrigation modifications to reconnect the system following soil corrections, placing new concrete and curbs, replanting and reseeding landscaped areas and placing new sod as necessary. Temporary site closures of the park and parking lot may be required during reconstruction. The project will be substantially completed by March 2024.
Budget Impact
This item will be funded through Parks and Recreation Capital line item 130-5275-452.75-21. According to Section 3.02.060.A.4 of the Town Code, Town Council has the authority to waive the requirement for formal written sealed bids on the basis of sole source for the procurement of work or services in excess of $250,000.
Staff Recommendation
Staff recommend approval of the Resolution as introduced by title and that Town Council waive the formal written sealed bid requirement on the basis of sole source for the project, as the work is of a unique nature and will provide exceptional value to the Town. Emergency purchases may also be authorized by sole source where the well-being of the citizens, employees or Town property may be endangered if the purchase is delayed.
