Executive Summary

 

Staff requests Town Council approval of a Resolution (Attachment A) awarding a construction contract (Exhibit 1) to Global Underground Corporation in the amount of $246,810 for the Johnson Drive Waterlines Replacement Project.  The approximately sixty-day project will be completed in advance of pavement improvements to be conducted by the Public Works Department as part of the 2017 Pavement Maintenance Program (PMP).  The estimated cost of the pavement improvements is $175,885.  Expected start date, pending Town Council authorization, is May 22, 2017, with project completion by the end of July.  The schedule is being coordinated with Public Works and their PMP contractors.  A project location map is attached (Attachment B).

 

Notification and Outreach Efforts

 

Public Works held an open house at the Plum Creek Golf Course on April 5, 2017 for residents to learn more about the 2017 PMP program.  Castle Rock Water representatives were also at the open house to answer questions about the waterline replacement project.  The waterline project was also mentioned in a three page flyer that was mailed to residents near the PMP project areas, including residents of Johnson Drive, informing them of the annual road maintenance activities.  Notice to residents will be mailed in advance of the work, and any water outages will be announced with door flyers.  Project information will also be posted on a Castle Rock Water web page.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The project was presented to the Castle Rock Water Commission on April 26, 2017.  The Commission voted to support approval of the project by Town Council.

 

Discussion

 

The six-inch cast iron pipe waterlines in Johnson Drive, Johnson Place and Johnson Court were installed in 1975, without bedding material and corrosion protection that are now required.  Pipelines typically are designed for a fifty-year life and this pipeline is more than forty years old.  There has been a history of water main breaks in the area (2012 and 2013), the most recent of which caused significant damage to the pavement subgrade and asphalt.  By taking the opportunity to replace the 1,675 linear feet of aging pipes with new eight-inch PVC pipe in advance of the pavement improvements, Castle Rock Water can help safeguard against future waterline failures causing damage to the newly improved roads.  Additionally, Castle Rock Water will take this chance to replace aging valves, fire hydrants and service lines, bringing the neighborhood up to current codes for fire protection and efficient operation.

 

The project was designed in-house by staff engineers with the assistance of field locates by operations.  The request for proposals for the project were sent to five qualified contractors.  Bids were received by four contractors, as summarized in the table below.  The Engineer’s estimate was $314,950.  The low bid was received by Global Underground Corporation and is considered a responsive bid.

Budget Impact

 

Staff requests construction contract authorization in the amount of $246,810.  Additionally, staff requests a Town-managed contingency of ten percent ($24,681), for a total project authorization of $271,491.  Budget transfers from the Young American Valve Replacement Project in the amount of $121,491, and $150,000 in funds from the Waterline Rehab Account, will fund the total project budget of $271,491.

Staff Recommendation

 

Staff recommends approval of the Resolution approving the construction contract with Global Underground Corporation for the Johnson Drive Waterlines Replacement Project in the amount of $246,810, plus a ten percent contingency.  Funds are available in the 2017 budget for this project.
