Executive Summary

 

Town staff is beginning the naming process for the planned trail that will connect Philip S. Miller Park to Downtown Castle Rock along the Industrial Tributary drainage. The purpose of this agenda item is to provide an overview and update to Town Council before beginning the naming process.

 

The planned trail will be completed through partnerships. The Millers Landing development has already completed nearly 0.5 mile of the trail. The Brickyard will extend the trail from Millers Landing to Prairie Hawk Drive, pending Brickyard zoning approvals. The Town of Castle Rock will make the final and most challenging connection to East Plum Creek Trail and Downtown Castle Rock, aided by a nearly $5M DRGOG grant designed to extend the trail under Prairie Hawk Drive, the BNSF Railroad and then over the East Plum Creek. The Town’s project is currently in the design phase, with construction expected to begin in 2025 and be completed in late 2026. Staff would like to begin the naming process this spring so that the name can be used for project updates, marketing and planned wayfinding.

 

The Town’s naming policy provides the Town Manager and or designee authority to establish a naming process for Town facilities and to assemble a committee for the review and selection of nominations. Results are then forwarded to appropriate Boards and Commissions for consideration and Town Council for ultimate approval.

 

The Town’s facility naming policy says the “goal in selecting names for Town facilities shall be primarily to advance fostering a sense of community and small-town character. This includes names which heighten the awareness of Town history, celebrate the natural environment and call attention to points of pride in our community, to people, events and geography that have shaped the Town, create our sense of place and make our community unique. It is recognized that there will be instances in which names regarding a special tribute, a memorial, a geographic feature or a modern neighborhood name may be appropriate.”

 

The Town will advertise the naming process through a press release, social media and other methods. Staff will create an online form to receive suggestions that conform to the naming goals discussed above for a period of 30 days. Staff expects to present results to the Parks and Recreation Commission this summer and to seek Town Council’s approval following the commission’s recommendation.
