Executive Summary

 

This memorandum is to request Council approval of a Resolution approving the seventh Amendment to the Plum Creek Water Reclamation Authority (PCWRA) Establishing Agreement.  This amendment deals only with Board Member compensation.  This is a very minor amendment.  Currently, Board Members are compensated $100 per meeting for attendance to each Board Meeting.  For Castle Rock Water, this compensation is put back into Castle Rock Water’s Wastewater Enterprise.  We pay a bill for $100 and receive a refund for $100. 

 

Board member compensation is really a relic of a time when Board Members for Castle Pines Metro District (CPMD) and Castle Pines North Metro District (CPNMD) were volunteers serving on their metro district boards.  Now both Board Members are professionals working each organization, Joshua Shackleford (District Manager CPMD) and Nathan Travis (District Manager CPNMD).  As such, any compensation they receive is returned to their respective organizations similar to the way this compensation is handled by Castle Rock Water.  For this reason, this compensation no longer makes sense for the current board members.  In essence, each organization is just reimbursing itself for costs collected by PCWRA.  The amendment does allow for future volunteer board members still receiving compensation if such board members are brought back to the Board.

 

Budget Impact

 

There is no impact to the wastewater budget.

 

Staff Recommendation

 

Staff recommends approval of the amendment as presented.
