Executive Summary

 

The Fleet Services Manager is requesting approval of a purchase agreement with Neverest Equipment Company for the purchase of two (2) Ravo R5 Sweepers. These new assets will replace two street sweepers that have exceeded their lifecycles. Both have met all the requirements for replacement as outlined in the Vehicle Replacement Policy. This request is fully funded through contributions to the Vehicle Replacement Fund. We are seeking Council approval to move forward with the purchase order

Previous vehicle purchases exceeding $250,000 have been approved by the Public Works Commission and Town Council in accordance with the Town Purchasing Policy.

 

Discussion

 

The Fleet Division works with each department to manage vehicle assets at the lowest total lifecycle cost that we can within available resources. Departments contribute annually to the Vehicle Replacement Fund for vehicles and equipment in their fleet. Funds are then used to replace vehicles and equipment based on the Vehicle Replacement Policy. The policy provides a standard for identifying replacements at their lowest total lifecycle cost.

 

These two new sweepers will replace asset number 360, a 2014 Schwarze A7000 Regenerative Sweeper and asset number 380, a 2016 Elgin Eagle Sweeper assigned to the Public Works Streets Division.

 

The Streets Division purchased one Ravo R5 Sweeper in 2022 and has had great reviews of this machine. It fits the needs of the Town very well and performs sweeping operations more efficiently than the current units. The Ravo has a much smaller platform when compared to the Schwarze and Elgin. The machine is compact, has better maneuverability and easy operation. This makes it easier to maneuver in smaller spaces such as downtown and is capable of traveling over the road at 28 miles per hour. The Ravo is much quieter during sweeping operations that typically happen during early morning hours. It has a single engine and uses hydraulic motors to run the brooms. The operator can sweep longer without dumping the debris because it has twice the storage capacity with its 6-yard hopper. The design reduces the amount of dust discharged while sweeping as recycled water is sprayed inside the hopper during operation. Replacing our existing sweepers with the Ravo will help standardize the equipment used by the Streets Division and reduce the amount of inventory needed to service these assets.        

 

Sourcewell contract #093021-FAY was used for sourcing these new assets. Both sweepers will be fully funded through the Vehicle Replacement Fund. The Public Works Department is seeking Town Council approval as the expenditure is above the Town Manager’s approval limit.

 

The existing sweepers will be sold at auction with proceeds going towards the future replacement of new sweepers. The new sweepers are estimated to be placed into service by October 1, 2024.

 

Budget Impact

 

The replacement of these sweepers was approved in the 2024 budget. The total cost to purchase these two sweepers is $651,122.81 and will be paid for by the Vehicle Replacement Fund 221-8100-481.70-40 through contributions by the department.

 

Staff Recommendation

 

Staff recommends that the Public Works Commission recommend to Town Council to approve the Resolution as introduced by title.
