Executive Summary

 

The Parks and Recreation Department is seeking Town Council approval of the first amendment to the construction contract with SaBell’s Civil and Landscape LLC for roadway maintenance and parking improvements at Lost Canyon Ranch Open Space to increase the total project authorization under this agreement to $1,960,626.80.

 

In October 2025, Town Council approved a construction contract with SaBell’s Civil and Landscape LLC in the amount of $1,445,565.00, with a Town-managed contingency of $86,733.90, for roadway maintenance, drainage improvements, and parking lot construction associated with implementation of the Lost Canyon Ranch Open Space Master Plan and Management Plan.

 

Since construction began, several change orders have been processed to address field conditions and design adjustments encountered during construction. Change Order No. 5 introduces additional improvements necessary to support safe public access and operational functionality of the property prior to opening. Because the cumulative change orders exceed the remaining Town-managed contingency and introduce scope elements outside the originally authorized contract amount, staff is requesting Town Council approval of a contract amendment to formally incorporate this additional work into the construction agreement.

 

Approval of this amendment will allow the Town to complete key access, safety, and operational improvements while the contractor remains mobilized on site, supporting the planned public opening of Lost Canyon Ranch Open Space.

 

Discussion

 

Lost Canyon Ranch Open Space was acquired in 2024 through a partnership involving the Town of Castle Rock, Douglas County, The Conservation Fund, and Great Outdoors Colorado (GOCO). At 681 acres, it represents the largest open space acquisition in the Town’s history and includes significant ecological and recreational resources.

 

In September 2025, Town Council approved the Lost Canyon Ranch Open Space Master Plan and Management Plan, which established a framework for balancing conservation with public access.

 

In October 2025, Town Council approved a construction contract with SaBell’s Civil and Landscape LLC to implement the first phase of infrastructure improvements necessary to support future public use.

 

Construction is currently underway and progressing well. As work has advanced, several additional improvements have been identified that should be completed while the contractor is already mobilized on site. The proposed amendment incorporates work associated with Change Order No. 5, which includes:

 

• Traffic calming measures within the adjacent residential neighborhood
• Construction of the new entry road and stone entry columns
• Installation of additional fencing to prevent unauthorized vehicular access
• Placement of road base between the Creekside and Cattleman’s Trailheads to support maintenance and emergency vehicle access
• Drainage improvements to support roadway stability
• Modifications to a neighboring property’s driveway and landscaping to establish independent driveway access

 

Completing these items while the contractor remains mobilized will reduce project costs and avoid schedule delays associated with remobilization. The amendment will allow the contractor to proceed directly into this additional work as the current phase of construction concludes. In addition, the contract term will be extended from June 2026 to July 1, 2026 to accommodate the additional scope of work included in this amendment.

 

Budget Impact

 

The first amendment to the construction contract will increase the total project authorization under this agreement to $1,960,626.80, with a remaining Town-managed contingency of $48,225.40. Funding for the additional work will be provided through the Conservation Trust Fund Various Park Improvements Account No.122-5475-452.70-10.
