Executive Summary

 

The purpose of this agenda item is to discuss a proposal to increase parking capacity at Philip S. Miller Park.  Parking was originally limited to maximize area for park amenities and to preserve the park’s natural character, but was intended to handle peak typical usage.  A typical peak day includes programmed sports in the MAC, soccer games on the outdoor athletic field and average use at adventure play, trails and the challenge hill.   

 

Since opening, capacity issues frequently occur on weekend non-special event days, when outdoor sports are scheduled. On busy weekend days, patrons park along interior roadways that were not designed to accommodate roadside parking, choose to park in natural areas or must select limited off-site options.  Even with the addition of 110 spaces in phase 2, capacity issues are expected to increase with the addition of the core plaza, pavilions and new special events. While the potential to add parking is limited by drainage ways and steep terrain, there is room to add an additional 105 parking spaces, adjacent to the athletic field, challenge hill and adventure play, where it is most needed. 

 

MW Golden Constructors has bid the work required to complete the parking expansion.  Staff has reviewed the bids and is recommending that Council approve Change Order #3 in the amount of $182,231.  $182,482 is available within the 2015 Conservation Trust Fund budget to complete this additional work. If approved by Town Council, work on parking expansion will begin immediately and be completed in time to accommodate much of the fall sports season.

The Parks and Recreation Commission recommended Town Council approval of the parking lot expansion at their May 20, 2015 meeting.

 

 

 

 

Discussion

 

The Philip S. Miller Park Phase 1 project included 270 parking spaces designed to serve the MAC, athletic field, trails, adventure play and the zip line tour.  Phase 2 is planned to include an additional 110 parking spaces for the amphitheater and core plaza. Options for off-site parking are limited.  The design team for the project have explored ways to address parking deficiencies and determined that an additional 105 spaces can be added to the parking along the athletic field and adventure playground.  This is where parking is needed most as this area receives cars for the Challenge Hill, athletic field, adventure playground and the new Epic Adventure Tower.  If the current parking is expanded, 485 paved spaces will be available upon completion of Phase 2, with an additional 130 spaces available for overflow on the undeveloped area located between the MAC and amphitheater.  Over 600 spaces will be available upon completion of phase 2 if the parking lot additions in Change Order #3 are approved. 

 

 

MW Golden Constructors, the Phase 2 construction contractor, has bid the cost of expanding the southwest lot to be approximately $182,231.  This improvement falls outside of their current contract, so a change order must be issued to authorize the work.  Additional funds must also be designated to complete this improvement as it was not a part of phase 2.  The expansion of parking requires the import of fill material from phase 2, relocation of electrical services, the addition of curb and gutter and landscape islands, grading, drainage work and restoration of the adjacent native area.  BHA Design, Inc. and JVA Civil Engineers completed the design in accordance with Town requirements and regulations.
