Discussion/Direction: Downtown Signing & Striping Concept Plan

Executive Summary
Town staff is currently working on a signing and striping plan to increase the number of on-street parking spaces for several blocks in the downtown core. Existing parallel parking stalls along Wilcox Street and Perry Street are proposed to be converted to diagonal parking thus increasing the overall number of on-street parking spaces. Perry Street, between South Street and 2nd Street, is also proposed for changes. A narrower striped median is proposed so that parallel stalls can be added to the west side of the road along with angled parking in the immediate vicinity of Festival Park. The proposed changes will add roughly 32 new on-street parking spaces on Wilcox Street and Perry Street. With the removal of 14 parking spaces on 2nd Street due to the Festival Park expansion, the net increase to on-street parking in the area will be 18 spaces.
The project will also take into account other projects recently approved or currently under construction in the downtown. This includes the Riverwalk development project, Festival Park expansion, and the 3rd Street and Perry Street mini roundabout. Currently, the mini roundabout is designed to add an estimated two additional parking spaces. All of these plans will be accounted for and included in the plan set.

The Public Works Commission will review and comment on the conceptual plan on May 1, 2017. Their feedback and comments will be provided at the Town Council meeting.
Budget Impact
All restriping work associated with this plan set can be accommodated within approved budgets. The new signs and striping are accounted for in the current approved 2017 budget and will be paid from the Development Related Project account (120-3175-431.75-32). Staff will complete the revised striping plans as part of the annual downtown striping efforts.
Staff Recommendation
No formal action is required. This information is being provided to seek input and provide direction to Town staff on the proposed changes to the downtown on-street parking.
