Title
Ordinance Designating 422 Front Street, Also Known as the Maples, as a Local Landmark and Amending Section 15.64.060 of the Castle Rock Municipal Code (First Reading) [422 Front Street]
Body

Executive Summary
An application has been submitted for local landmark designation of the property located at 422 Front Street, historically known as The Maples (Attachment A and Figure 1). The 0.2-acre property is located within the Craig and Gould's Addition and contains a 1.5-story Classic Cottage residence constructed in 1901-1902. The residence is clad in locally quarried rhyolite and is characterized by a hipped roof with flared eaves, a central hipped dormer, and a half-width front porch with rhyolite support columns.
The June 1, 2026 Cultural Resource Survey finds the property locally eligible under the Events, Architecture, Heritage, and Age criteria and concludes that the residence retains sufficient historic integrity to convey its significance (Attachment B).
The Historic Preservation Board will consider the landmark application at a public hearing on September 2, 2026. This report will be updated following the Historic Preservation meeting.
Budget Impact
Local landmark designation would not, by itself, authorize a Town expenditure. Designation could make the property eligible for local historic preservation incentives and could make future rehabilitation or restoration projects more competitive for historic preservation grant funds.
Staff Recommendation
The Historic Preservation Board vote and findings will be updated following the Historic Preservation meeting on September 2, 2026.
Proposed Motion
“I move to approve the ordinance as introduced by title.”
Alternative Motions
