Executive Summary

 

It has been nearly 10 years since the last parking study of Downtown Castle Rock in 2016/2017. Significant redevelopment has occurred Downtown since that time, both adding parking and increasing the area’s popularity as a destination, and staff believes it appropriate to engage a third-party vendor this year to complete an updated parking study for the area.

 

Staff has prepared a request for proposals for such a study (Attachment A), which it intends to release this month so that a study can get underway this summer and fall, when visitors to Downtown are at their seasonal peak. The purpose of this agenda item is to update Council regarding staff’s plans in this area ahead of the RFP being released.

 

The scope of work in the draft RFP includes assessing available parking, projecting future needs, suggesting possible improvements, evaluating policies and more. Public engagement, including elected official participation, will be a key component in the process.

 

If the RFP is posted this month as planned, staff is planning to interview finalists in April and award a contract in May. Staff will keep Council updated as this project progresses.

 

Budget Impact

 

The 2016/2017 Downtown parking study cost roughly $57,000. Considering inflation and other cost drivers, staff expects the planned 2025 study could cost between $75,000 and $100,000; the ultimate cost will be negotiated after proposals are submitted. The study will be paid for from the Downtown Special Fund, which receives sales and property tax “TIF” resulting from Downtown’s growth since 2008.
