Executive Summary
The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects. In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).
Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future. The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council. Those applications can be found at: crgov.com/1907/Development-Activity
New Applications
Intermountain Rural Electric Association (IREA) Easement- Intermountain Rural Electric Association (IREA) is requesting a fifteen (15) foot wide easement from the Town of Castle Rock, in order to serve a new 4-story mixed-use building in downtown, the Mercantile Commons. This building is currently under review (SDP15-0029). The required Town Council public hearing for this easement request has not yet been scheduled.
Flat Rock Village (SDP) Site Development Plan - Terrain- SLV Castle Oaks, LLC, has submitted a Site Development Plan (SDP) for the proposed Flat Rock Village in Terrain, on the west side of Autumn Sate Street, adjacent to SH86. The plan proposes 154 single family detached homes on near 60 acres, including approximately 33 acres of open space. The Planning Commission public hearing is scheduled for November 12, 2015 and the Town Council hearing is scheduled for December 1, 2015.
PS Miller House Site Development Plan (SDP), Amendment No. 1 - 210 Front Street- The proposed Site Development Plan (SDP) amendment would allow for the construction of a loft style office space above a two-car garage out-building. The building would be constructed on an existing concrete pad, with access to the garage and offices provided from the alley parallel to Front and Cantril Streets.
