Executive Summary

 

In 2021, Town Council adopted the Fire Department Master Plan, which identified the need for a new fire station in the Terrain/Cobblestone Ranch area (Planning Zone 6) and a centralized Logistics Facility to support fleet maintenance and equipment management. Since that time, the department has continued to monitor population growth, call volume, response times, and Effective Response Force (ERF) performance consistent with the Master Plan’s methodology.  Based on these metrics, a fire station is now needed to address identified deficiencies in level of service.

 

The Master Plan also identified a long-standing deficiency in fleet maintenance and logistics capacity. The department currently operates out of fragmented and inadequate spaces across multiple stations and the Public Safety Training Facility, resulting in inefficiencies, increased wear on apparatus, and limited ability to scale maintenance operations as the fleet grows. A centralized Logistics Center directly addresses these risks and was explicitly recommended in the adopted Master Plan.

 

The proposed project combines Fire Station 156 and a Logistics Center on Town-owned property along Castle Oaks Drive. This location places the entirety of Planning Zone 6 within a six-minute response time and supports long-term operational needs. All necessary land use actions have been completed, design work is substantially finished, and the project team is in place. Pending Council approval, construction is anticipated to begin in spring 2026 with completion in summer 2027.

 

The total project cost is $22,045,351. The project will be funded through a combination of Castle Rock Water funds, impact fees, TABOR timeout financing, a General Fund loan, and Certificates of Participation. Apparatus and staffing costs have already been addressed and funded separately.

 

Council approval is requested to proceed with construction of Fire Station 156 and the Logistics Center in accordance with the adopted Master Plan, maintaining the Town’s response time standards, operational readiness, and long-term public safety infrastructure.

 

Notification and Outreach Efforts

 

A neighborhood meeting was held in November 2025 at the Public Safety Training Facility (PSTF) North, and there were approx. 40 people in attendance.  Attendees included staff, town residents, and county residents, primarily those residing on Pleasant View Drive.  While there were questions about noise, traffic, and stormwater, there was no significant opposition to the station.  Castle Rock Water is responding to some of the stormwater concerns, and has already met with area residents.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

The Public Safety Commission received this presentation on February 5th and voted unanimously to recommend approval of this resolution.  Previous projects, such as Station 152 in Crystal Valley in 2017 and Station 155 on Crowfoot Valley Road in 2002, have been approved by Town Council.

 

Discussion

 

In 2021, Town Council adopted the Fire Department Master Plan, which identified the need for a new fire station in the Terrain/Cobblestone Ranch area (Planning Zone 6) and a centralized Logistics Facility to support fleet maintenance and equipment management. Following Council adoption, financial planning for Fire Station 156 began, and the department has continued to monitor population growth, call volume, response times, and Effective Response Force (ERF) performance in accordance with the Master Plan’s methodology.

 

Call volume and population growth in Planning Zone 6 have been monitored since 2012. The Master Plan states that, “Considering all factors, if they remain relatively consistent, the department should consider planning to open a station dedicated to Planning Zone 6 between 2024 and 2025.” While total call volume has not yet reached the operational threshold, Planning Zone 6 is currently not meeting the Town’s adopted response time level of service. First-due response times are being achieved only 10 to 20 percent of the time. This deficiency alone supports the need for a station in this planning zone to maintain equitable service delivery and avoid placing additional demand on surrounding stations.

 

Future growth in Terrain North, Cobblestone Ranch, Canyons Far South, and other areas within the fire protection district is expected to further increase call volume in Planning Zone 6 as these developments build out. Additional compounding factors include increased access to open space and trail systems, expanded wildland-urban interface exposure, increased vehicle traffic, and continued growth in overall department call volume, all of which impact response time reliability and unit availability.

 

The Master Plan also identified a long-standing deficiency in fleet maintenance and logistics capacity. The department currently operates out of fragmented and inadequate spaces, including a portion of the Public Safety Training Facility South and a single bay at Fire Station 152. Tools, equipment, protective gear, uniforms, and supplies are distributed across multiple stations and facilities. This decentralized model is inefficient, limits maintenance capacity, increases wear on apparatus, and restricts the department’s ability to scale operations as the fleet and staffing grow. A centralized Logistics Center was explicitly recommended in the adopted Master Plan to address these operational risks.

 

From a logistics perspective, current limitations include insufficient maintenance bay space, inadequate resources to service all vehicles and equipment, dispersed storage of tools and supplies, and limited capacity to support additional Emergency Vehicle Technicians as the apparatus fleet expands. Centralizing these functions will improve asset management, operational readiness, and long-term sustainability.

 

The proposed project combines Fire Station 156 and a Logistics Center on Town-owned property along Castle Oaks Drive between Rocky View Road and Pleasant View Drive. This location places the entirety of Planning Zone 6 within a six-minute response time and supports long-term operational needs. The property has been re-platted to accommodate both facilities while maintaining utility and open space plats, and a minor Planned Development amendment has been completed to allow the facilities on property zoned as open space. Construction drawings have been submitted.

 

 

Based on prior experience, the Town has contracted with Dunakilly Management Group as Owner’s Representative.  We have also selected RS&H as the project architect, and O-A-K as the Construction Manager/General Contractor using the CMGC delivery method. This approach integrates the contractor early in the design process to optimize cost, schedule, and constructability while improving collaboration and risk management.

 

Additionally, as part of this project, Castle Rock Water requested upsizing the gravity sewer main in Castle Oaks Drive from 6” to 8” and extending the main from the south intersection of Missoula Trail and Castle Oaks Drive to the north intersection of Missoula Trail and Castle Oaks Drive.  All costs associated with the upsizing and extension will be paid for by Castle Rock Water. This is part of a larger project that Castle Rock Water is working on in this area, and the timing of our project allows for them to accomplish this portion of their project.

 

Pending Town Council approval, construction is anticipated to begin in March or April 2026, with project completion in summer 2027.

 

Budget Impact

 

The total construction cost for Fire Station 156, Logistics Center, and Castle Rock Water project is $20,254,644, with professional services and an authorized contingency bringing the total to $22,025,351. Fire Station 156, approximately 13,000 square feet and similar in design to Station 152, is estimated at $14.0 million. The Logistics Center, also approximately 13,000 square feet, is estimated at $7.0 million, and the Castle Rock Water project is approximately $795,000. These costs do not include apparatus or staffing, both of which have already been addressed and funded separately. The station and logistics center portion of the project cost may not exceed $21.0 million without prior written authorization to use contingency funds, and all efforts will be made to deliver the project under budget.

Staff Recommendation

 

Staff recommends approval of the construction cost for Station 156 and Logistics Center of $22,045,351.
