Executive Summary
The ordinance was approved on first reading November 3, 2015 by a vote of 5-0.
This ordinance reflects the migration from newspaper publication to website postings of public notice of ordinances required under the Town Charter and Municipal Code. This is necessary should Charter amendment 2C be approved at the November 3rd election. Pre-adoption notice of Council consideration of an ordinance on first reading must be posted at least five full calendar days prior to the Council meeting at which the ordinance will be considered. For a regular Tuesday Council meeting, a summary or the entire ordinance must be posted on CRgov.com by noon of the preceding Thursday. This corresponds with the current requirement that the notice must be published in the newspaper five days prior to the hearing.
Post-adoption, the entire ordinance must be posted to the website within a five day window as well. Intermittent outages of the website do not affect the sufficiency of the posting. The Town Manager is authorized to adopt additional procedures governing the noticing of ordinances on the website.
If the Charter amendment is not approved, this ordinance will be calendared for tabling on second reading.
