Executive Summary

The Police Department currently uses Axon software for body-worn camera. The Axon Draft One software is an add-on that would allow artificial intelligence to integrate with body-worn camera footage to generate police reports for officers.

Police Officers spend up to 40% of their time writing police reports. Draft One is a force multiplier for officers, leveraging generative AI and body-worn audio to produce high-quality draft report narratives in seconds. There are safeguards in place to ensure accuracy and accountability, creating a more concise and consistent report. Officers are able to create a single Draft One narrative from one or more body-worn camera recordings.

Audio from Axon body-worn camera (BWC) footage is uploaded over LTE and transcribed automatically so report drafts are available within five minutes of an incident end. Draft One serves the vast majority of reports, but exclude incidents where arrests took place and for felonies.

 

Notification and Outreach Efforts

 

Draft One generates report narratives based on body-worn camera audio, but these narratives cannot be submitted without officer review and approval. Officers must review the draft, manually fill in missing information and then sign off on the narrative’s accuracy before submission. This workflow saves officers significant time while still ensuring that each report is reviewed for accuracy and key contextual information. The Department has participated in a trial run of the software and found it to be beneficial.

 

Draft One can help CRPD improve the quality and consistency of our reports and reduce the amount of time needed to write them. This gives officers more time in the community and more time to respond to calls.

Discussion

 

It’s critical that Draft One helps provide initial report narratives that are high quality, concise, and clear. The AI generated report uses good grammar and spelling, and since it is drafted from the body-worn video, it does not forget details. While AI technology can be helpful in taking complex and time-consuming tasks, the software is not perfect. Draft One was developed with a range of critical safeguards and it requires every report to be reviewed by the Officer. In a conducted study to include independent experts, Draft One reports showed to be equal to officer-only reports in terms of comprehensiveness, neutrality, and objectivity.

 

 

 

Budget Impact

 

The total budget impact for this purchase is $618,408.00 over the next 7 years. The first payment of $52,564.68 is due in 2024 and is included in the approved 2024 Budget and outlined in the Axon Draft One Quotation (ATTACHMENT B-1).  The project costs will be applied to cost code:

Staff Recommendation

 

Staff recommends Town Council approve the Resolution to execute a purchase agreement with Axon Enterprises for the Draft One software.
