Executive Summary

The Town Boards and Commissions Annual recruitment was completed in April-May 2022, with candidate interviews held during the Special Council Meeting on May 10, and recommended appointments ratified on May 17. The Board of Adjustment had retained a vacancy, so recruitment efforts continued and a candidate is now being recommended for appointment. The Planning Commission received a resignation, so the interview panel is recommending a candidate from the current applicant pool to fulfill that vacancy. The Design Review Board and the Downtown Development Authority Board are also making recommendations for appointments to fulfill vacancies and designated representatives.

The interview panel for the Board of Adjustment is recommending Jeff Samuelson to fill the current vacancy. Mr. Samuelson had applied for the Planning Commission during annual recruitment and was interviewed on May 10. After the Planning Commissions vacancies were filled, staff reached out to the Mr. Samuelson to consider the vacancy on the Board of Adjustment and invited him to interview again. The interview panel is unanimously recommending Jeff Samuelson for appointment to the Board of Adjustment, for term ending May 31, 2024.

The Planning Commission received the resignation of Sarah Humbargar on June 9, 2022, so the interview panel reached out to an applicant, Jim Chase, of the candidate pool from the annual recruitment process. Mr. Chase was interviewed on May 10, and the panel believes he will be a good fit on the Planning Commission. The panel is unanimously recommending Jim Chase to fulfill the vacancy for a term ending May 31, 2024 (administrative correction 6/22/2022: Jim Chase is fulfilling a partial term thru May 31, 2023.).

The Design Review Board is comprised of two representatives each from the Downtown Development Authority and Historic Preservation Board, and one representative from the Planning Commission, as well as two downtown property owners.

Based on unanimous vote by the Historic Preservation Board, the following reappointments to the Design Review Board are recommended as Historic Preservation Board Representatives:

                     Mike Borgelt

                     Robert Lange

Based on unanimous vote by the Planning Commission, the following appointment to the Design Review Board is recommended as Planning Commission Representative:

                     Dan Ahrens

The Downtown Development Authority Board has two vacancies which have been publicly noticed, posted on the DDA website and announced at the DDA Board meetings. During the meeting on June 9, 2022, the DDA board voted unanimously to recommend the reappointment of Andrew Wasson and Kim Heideman, for terms ending June 30, 2026.

And, based on unanimous vote by the Downtown Development Authority Board, the following appointments to the Design Review Board are recommended as DDA Representatives:

                     John Manka (reappointment)

                     Josie Adler
