Executive Summary

The purpose and intent of this report is to provide Town Council with a summary of quasi-judicial projects.  In order to provide all parties with due process under law, decision makers must be fair and impartial when considering quasi-judicial applications such as those attached to this memorandum (Attachment A).

Many of the attached projects do not have public hearing dates yet, but Town Council could be asked to consider them in the future.  The Town’s In Your Backyard map provides information on staff-reviewed applications and applications already approved by Town Council.  Those applications can be found at:  www.CRgov.com/developmentactivity <http://www.CRgov.com/developmentactivity>

New Applications

Riverwalk Site Development Plan:  A Downtown Site Development Plan has been submitted for the re-development of the land at 111-113 N Wilcox Street and 215 N Wilcox Street in downtown Castle Rock.  The existing buildings are proposed to be demolished and replaced with two new buildings: Riverwalk North and Riverwalk South.  Riverwalk North is proposed to be a 5 story mixed use building, with 5,505 sqft of retail on the ground floor and 121 residential units above, with 184 garaged parking spaces.  The Riverwalk South building is proposed to be 6 stories with 1,380 sqft of retail space on the ground floor, and 118 residential units above, with 186 garaged parking spaces.  This Downtown Site Development Plan will be heard before the Design Review Board at a future public hearing.

17 S. Lewis Street Relocation Request: The owner of 17 S. Lewis is requesting to relocate a historic garage in the Craig and Gould neighborhood, and to construct in it’s place a larger 3-car garage.  This requires action by Town Council.
