Executive Summary
The purpose of this memorandum is to request Town Council approval of an easement agreement (see Attachment A) between the Town of Castle Rock and Intermountain Rural Electric Association (IREA) for construction of new electric service at the Utilities Department Headquarters at 175 Kellogg Court. A location map is shown on Attachment B. It is necessary for the Town to grant a 10-foot wide easement to IREA for construction, operation, and maintenance of buried electric service lines and an above ground transformer. The proposed equipment will provide electric service to the Town of Castle Rock Utilities Operations and Maintenance (O&M) Facility which is currently under construction. This electric utility easement originates at an existing IREA easement on the south side of the property and runs north and then east to the proposed transformer location near the northeast corner of the O&M facility. No fee will be received by granting IREA an easement for this Town project, and if approved, construction of the electric utilities is anticipated to be completed by IREA by December 2015. Construction coordination efforts with IREA will be completed by Town staff.
Notification and Outreach Efforts
Notification and outreach efforts were minimal as the proposed easement is within a single parcel owned by the Town and only crosses other utility service lines to the building.
Town staff contacted the property owners of the parcels immediately south and east of the Utilities Headquarters (RG Investments/Castle Rock Self Storage) during the O&M Facility design and construction process to provide information about the overall project. According to IREA, an electrical outage to the Castle Rock Self Storage property may be required during construction of the new electric service. Town staff will work with IREA on coordination with the storage owners to help minimize any business disruption.
Discussion
The Town owned property is located at 175 Kellogg Court, Castle Rock, Colorado and is immediately east of Liggett Road between Highway 85 and Kellogg Court (see Attachment B). The property is the headquarters for the Castle Rock Utilities Department. Earlier in the year, Town Council approved a contract for construction of a new O&M Facility on the property. Permanent electric service from IREA is needed to complete construction of the building.
IREA is requesting a 10-foot wide non-exclusive easement (see Attachment A) on the Town-owned property for underground electric service lines and an above ground transformer. The easement would allow IREA to construct, operate, and repair this equipment that is needed to provide electric service to the O&M Facility. The easement descriptions are being finalized and will be updated prior to recording the easement.
Budget Impact
The Town is granting IREA an easement to allow IREA to construct electric service to the Utilities O&M Facility. There will be no fee collected for granting this easement agreement.
Staff Recommendation
Staff recommends that Town Council approve the ordinance on second reading dedicating the easement to IREA.
