Executive Summary
Staff requests the approval of a construction contract between the Town of Castle Rock and Deep Roots Craftsmen to restore existing building components of the 1890s and 1930s portions of the Cantril School building.
The proposed project will focus on the restoration and preservation of key exterior building components to maintain the historic character and long-term integrity of the facility. Work will include restoration of the existing historic windows through repair and selective replacement of deteriorated elements, including glazing, weatherstripping, hardware, screens, and finishes, while preserving the building’s original appearance and functionality - note that original glass will be retained as much as is possible.
Additional exterior restoration efforts include tuckpointing and masonry repairs using materials and finishes consistent with the existing historic construction. The project will also include repair or replacement of deteriorated soffit/fascia materials and associated structural supports, repairs to damaged fire escapes, address water intrusion into the basement and replacement of the east-facing entrance door to the original building with an updated storefront system. The project further includes replacement of the existing roofing and gutter systems, including flashing, underlayment, and drainage components to improve long-term durability and water management performance.
To support the restoration effort, the Town retained an architect with extensive experience in historic building restoration to evaluate existing conditions and prepare construction documents for the project. The Town subsequently utilized a formal Request for Proposals (RFP) process in accordance with its purchasing policies and procedures to ensure a fair, transparent, and competitive selection. Proposals were evaluated by a committee based on qualifications, historic restoration experience, project approach, staffing, references and overall value to the Town. Following interviews and evaluation, Deep Roots Craftsmen was selected as the most qualified firm to complete the specialized restoration work, demonstrating expertise in historic preservation while also submitting the lowest responsive bid. If approved, this project is anticipated to commence in August 2026 upon completion of permitting and contract execution, with project completion expected in August 2027.
Given the age and the potential for concealed deterioration, staff requests authorization of a 20% Town-managed contingency for this project.
Budget Impact
Staff requests approval of the construction contract amount in the amount of $1,577,900, plus the addition of a Town-managed 20% contingency for total expenditure authority of $1,893,480 for this project.
Expenses for this project are funded through the General Fund and are included in the amended 2026 Budget, with a portion of the funds allocated through a budget amendment that was approved by Town Council on first reading on July 7, 2026.
