Executive Summary

 

Castle Rock Water is seeking Town Council approval of a Resolution (Attachment A) approving a reallocation of previously authorized funds and an increase of authorization in the amount of $15,000 for the for the Parkview Tributary and Fifth Street Trail Drainage Improvements Project.  Town Council approved the original Construction Contract with RME LTD., LLC (Elite Surface Infrastructure) in the amount of $1,396,501, plus a ten percent Town-managed contingency in the amount of $139,650, for a total current project authorization of $1,536,151.  This action will decrease the total authorization in the Water Fund by $17,309, decrease the total authorization in the Wastewater Fund by $11,635 and increase the total authorization in the Stormwater Fund by $43,943 for a total revised authorization of $1,551,151. 

 

This project is funded through the Stormwater Fund, Wastewater Fund and Water Fund, and is located along Oakwood Drive and Oakwood Court north of Fifth Street (Attachment C).  Project improvements consist of a new storm sewer system within the Parkview Tributary drainageway and adjacent residential neighborhood, replacement of aging water mains within public right-of-way along with new asphalt pavement and concrete sidewalk/curb & gutter within the project limits.

 

The project is substantially complete, and the remaining work is primarily associated with fine grading and restoration of private property fencing within an existing drainage easement along Parkview Tributary.  Additional funding is needed beyond the authorized budget amount previously approved by Council, along with reallocation of funding sources from water and wastewater to storm water within the original project authorization to address concerns raised by property owners regarding their usage of backyard areas within the existing drainage easement. Change Order No. 7 to the Construction Contract documents the required scope revisions under this request (Attachment B).

 

Notification and Outreach Efforts

The Town has been in regular contact with affected property owners over the past several months regarding the nature of and schedule for completion of project improvements. This will continue until all concerns have been met and work is completed.

 

History of Past Town Council, Boards & Commissions, or Other Discussions

 

Castle Rock Water staff presented the construction contract to the Castle Rock Water Commission on March 24, 2021 and the Commission voted 6-0 to recommend approval to Town Council. The project was awarded to Elite Surface Infrastructure by Resolution 2021-043, approved by Town Council at the May 4, 2021 meeting.

 

Discussion

 

The project has implemented Stormwater Master Plan improvements along Parkview Tributary in the Oakwood Park neighborhood and improved trail drainage along 5th Street for adjacent residential properties.  The primary objectives of this project are to; eliminate the concrete lined channel that runs through multiple residential properties and replace with a storm sewer pipe that reduces the risk of flood hazards and accounts for ultimate build-out of the watershed; remove storm sewer from private property and relocate to Town Right-of-Way where possible; and install a drainage collection system along Fifth Street to reduce flood risk on adjacent residential properties.  In addition, aging water distribution mains under Oakwood Drive were replaced to take advantage of the pavement replacement required for the storm drainage construction.  The storm sewer system consists of 903 linear feet of reinforced concrete pipe, 328 linear feet of plastic pipe, 11 inlets and 9 manholes.  Street and sidewalk improvements support the storm drainage system and improve pedestrian safety.

 

Water and sanitary sewer system improvements include replacement of 604 linear feet of water mains with polyvinyl chloride pipe along with associated service connections. Additionally, residential sanitary sewer services and 2 new fire hydrants have been installed within the project limits.

 

Toward the latter stages of project construction, several property owners along the new storm sewer system alignment (within an existing drainage easement) presented various requests with regard to the usage of their properties within the drainage easement now that the concrete channel has been removed. The contractor and Town staff have worked diligently to respond to these requests, which has resulted in additional costs and delays in completing the project. Also, relocation work by CORE Electric Cooperative and winter weather have contributed to delayed project completion.

 

Budget Impact

 

To complete the remaining work, deductions in the water and wastewater allocations will be transferred into the storm water account, and an additional $15,000.00 is needed to cover all associated costs. Change Order No. 7 includes reconciliation of final bid item quantities, cost proposals from the contractor for extra work, and adjustment to contract time.

 

Reallocation of authorized funds and additional funding requested is shown in the table below.  A budget transfer is needed within the Stormwater capital funds to cover the additional funding request.

Staff Recommendation

 

Staff recommends Town Council approval of a Resolution approving a reallocation of authorized funds and an increase of authorization in the amount of $15,000 for the Parkview Tributary and Fifth Street Trail Drainage Improvements Project, for a total project authorization of $1,551,151.
