Executive Summary

 

Staff is seeking Town Council approval of a Resolution (Attachment A) approving a Service Agreement Amendment to the contract between the Town of Castle Rock and Alfred Benesch & Company for the Plum Creek Parkway Widening Phase 2 and Ridge Road Widening Projects. The proposed service agreement amendment extends the contract end date from July to December 2023.

 

Plum Creek Parkway Widening Phase 2 and Ridge Road Widening projects are large capital improvement projects that are currently under construction. These projects will enhance the Town’s transportation network on the south east portion of Town and include additional travel lanes, on-street bike lanes, new sidewalks, drainage improvements and street lighting. Construction of these projects began in the summer of 2022, when Alfred Benesh and Company was retained by the Town to perform construction management and inspection services.

 

Construction of the two projects (and services provided through Alfred Benesch and Company’s service agreement) was originally anticipated to be complete by July 2023. A historically cold winter, and historically wet spring have hindered construction progress on these projects. The proposed service agreement amendment will extend vital services that support ongoing construction activities through the end of September 2023.

Plum Creek Parkway Widening Phase 2

                     April 2018 - approved resolution for the design of the Plum Creek Parkway Widening project

                     September 2019 - approved resolution to construct Phase 1A project improvements

                     March 2020 - approved resolution to construct Phase 1B project improvements

                     June 2022 - approved resolution to construct Phase 2 project improvements

Ridge Road Widening

                     May 2017 - approved resolution for the design the Ridge Road Widening project

                     April 2022 - approved resolution to construct the Ridge Road Widening Project

 

The proposed service agreement will be presented to the Public Works Commission on July 10, 2023 to receive a formal recommendation for Town Council. Commission’s recommendation will be shared during the Town Council meeting.

 

Discussion

 

Project Background

Alfred Benesch & Company was retained by the Town in 2022 to perform construction management and inspection for two public works capital improvement projects; Plum Creek Parkway Widening Phase 2 and Ridge Road Widening. These two construction projects were originally anticipated to be complete by July 31, 2023 (current expiration of Benesch’s contract); however, it is now anticipated that construction will extend into September.

 

There are multiple factors that have contributed to construction delays for the two Town projects. A significant challenge has been weather through the winter and spring of 2023 as well as unanticipated utility conflicts.

 

Extending Alfred Benesch & Company’s contract through approval of this service agreement amendment will retain current construction management and inspection services through the newly anticipated construction completion timeframes for both projects and will:

                     Maintain high quality of the construction completed on both capital projects

                     Maintain continuity of inspection staff on-site

 

Budget Impact

 

There is no budget impact associated with approval of this service agreement amendment, as the contract is still within the originally approved purchase order amount.

 

Staff Recommendation

 

Staff recommends Town Council approve the resolution as introduced by title. The Public Works Commission recommendation will be provided at the Council meeting.
