Discussion/Direction: Douglas County Housing Partnership 2016 Service Contract Funding Request

Executive Summary
Each year, the Town Council reviews requests from service organizations for funding their operations and/or community events and services.
The Douglas County Housing Partnership requested $35,000 to provide homebuyer education classes/downpayment assistance and foreclosure mitigation counseling/ reverse mortgage counseling. The amount of the request is included in the 2016 Budget; actual administration of the funding will occur as per Council approval.
Discussion
Services through the Douglas County Housing Partnership are provided annually through an Intergovernmental Agreement (IGA) that remains in effect until discontinued. Council would need to direct staff to work with the partnership to pursue any desired changes in the IGA. Otherwise, the services outlined above will be funded as approved in the 2016 Budget.
Anticipated outcomes are preservation, provision and development of housing in Douglas County.
About 60 percent of the Housing Partnership’s projected 2016 revenue would come from various fees. Participating jurisdictions - the Town, Douglas County, Lone Tree and Parker - are expected to contribute 38.3 percent, or $165,000 in all, with the partnership’s remaining income coming from grants.
Financial Impact
Funds would be disbursed from the General Fund Town Council budget in the amount of $35,000.
Staff Recommendation
Staff recommends that Council review the Housing Partnership’s request and determine the funding and service levels for 2016.

“I move to fund services through the Douglas County Housing Partnership as approved in the 2016 Budget.”
OR
“I move to direct staff to work with the Douglas County Housing Partnership to develop an intergovernmental agreement in the amount of ___ and providing services of ___ and bring that agreement back for Council consideration.”
